COUNTY FISCAL OFFICER 3 L0317
Definition:
This is professional supervisory and administrative fiscal work managing the overall financial operations in a county human services agency.
An employee in this class manages the overall financial operations in an Area Agency on Aging, or a County Mental Health/Mental Retardation Agency, or a County Children and Youth Agency, or other county human services agency. Work involves budget development; the maintenance of a complex fiscal and accounting structure; the review and monitoring of agency and provider fiscal and accounting operations, including such areas as budget, receipts and expenditures; directs the review and monitoring of fiscal and accounting operations of program funded and fee-for-service provider agencies; the conduct or supervision of internal program reviews and audits, the conduct and review of small scale audits of provider agencies, and the conduct or supervision of training and technical assistance to provider agencies. Work also involves responsibility for fiscal/budget forecasting, development of indirect cost allocation plans and cost settlements; participation in the development and fiscal monitoring of contracts; the maintenance of complex fiscal, accounting and banking records and client accounts; and the preparation of tax returns and a variety of reports. Work may include a primary role in the decision making process with regard to investment of program dollars, and the bidding and procurement of program supplies and services. Work may also include full responsibility for the preparation of payroll for the agency. Duties also involve meeting with high level county, state and federal government officials, representatives from public and private agencies, private auditing firms and other interested parties. Supervision is exercised over professional, technical and/or clerical staff. Work is performed with considerable independence under the direction of an administrative supervisor, and is reviewed through conferences and reports.
Examples of Work Performed:
Serves as the director of fiscal management for an area agency on aging, county mental health/mental retardation, children and youth, or human services agency.
Prepares the budget for an area agency on aging, county mental health/mental retardation, or children and youth or human services agency.
Supervises the fiscal operations of the drug and alcohol program when this program is administered by the MH/MR agency.
Directs the review and monitoring of fiscal and accounting operations of program funded and fee-for-service provider agencies.
Conducts or supervises the provision of training and technical assistance to provider agencies.
Develops fiscal/budget forecasting, indirect cost allocation plans and cost settlements, and the development and fiscal monitoring of contracts.
Supervises the maintenance of complex fiscal, accounting and banking records and client accounts.
Supervises the classification, analysis, recording, review, processing, controlling and preparation of a variety of reports and the preparation of tax returns.
May participate as a primary agency representative in the decision making process in regard to investment of program dollars and the bidding and procurement of supplies and services.
May have primary responsibility for the preparation of the payroll for the agency.
Assists with the preparation of the annual plan as it relates to budget, fiscal forecasts and expenditures; coordinates planning with agency program staff.
Meets with high level county, state or federal government officials, representatives from public or private agencies, private auditing firms and other interested parties.
Supervises a staff of professional, technical and/or clerical employees responsible for the maintenance of a variety of complex accounting and fiscal operations, records and the preparation of reports.
Performs related work as required.
Required Knowledges, Skills and Abilities:
Knowledge of the principles and practices of public fiscal administration.
Knowledge of accounting principles and procedures.
Knowledge of the principles and practices of auditing and cost accounting.
Knowledge of the capabilities of electronic and automatic data processing as it relates to fiscal operations.
Knowledge of social welfare program planning and operations as it relates to fiscal management.
Knowledge of modern office management methods.
Ability to identify and analyze trends, and provide fiscal and budgetary forecasts.
Ability to plan, assign, review and supervise the work of a staff of professional, technical and clerical employees.
Ability to provide guidance, training and technical assistance to subordinates and to staff of program funded and fee-for-service agencies.
Ability to evaluate staff and program effectiveness.
Ability to establish and maintain effective working relationships with county, state and federal officials, public or private administrators, subordinates, associates and representatives of provider agencies and others.
Ability to express ideas effectively, both orally and in writing.
Minimum Experience and Training:
One year as a County Fiscal Officer 2;
or
Three years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting;
or
Five years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting;
or
An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.
