BUDGET ANALYST I L0331
Definition: This is technical work in the field of budget administration.
An employee in this class is responsible for compiling and analyzing budgetary information for a single operating program or for comparable segments of different operating programs. Work involves contacts with fiscal and operating officials to obtain information or to explain well-established policies, procedures, principles and precedents. The employee is expected to carry out his work assignments within established procedures and precedents and his work is checked occasionally during process by a supervisor for conformance with established procedures and precedents.
Examples of Work: Examines budget estimates for completeness, accuracy and conformance with procedures and regulations.
Examines requests for budget revisions; recommends approval or denial; drafts correspondence to explain why budget revisions are being altered or denied.
Analyzes monthly departmental budgeting and accounting reports for the purpose of maintaining expenditure controls.
Provides technical assistance to agency officials in the preparation of departmental budgets.
Assembles fiscal and statistical data for use in budgetary evaluations, and maintains files of budgetary information.
Performs related work as required.
Required Knowledges, Skills, and Abilities: Knowledge of the principles and practices of public finance with special reference to budgetary procedures, practices and objectives.
Some knowledge of the principles and practices of public administration.
Some knowledge of the principles and practices of governmental accounting. Ability to analyze and comprehend organizational and procedural problems and to make sound recommendations or conclusions.
Ability to prepare and interpret financial reports and statements.
Ability to organize and present clearly, oral and written reports of findings and recommendations.
Ability to establish and maintain effective working relationships with department officials and staff associates.
Minimum Experience and Training: One year of experience in technical budget administration work; and such training as may have been gained through graduation from a four year college or university; or any equivalent combination of experience and training.
