Attorney 3, Supervisory L0408

 

Definition: This is supervisory professional legal work as the chief counsel to a large single county/joinder program agency, or multiple county/joinder human services agencies.

An employee in this class supervises a small professional staff in serving as chief counsel of a large single county/joinder agency, or multiple county/joinder human services agencies, supervising and participating in the conduct of difficult, novel, and important legal matters. Work may involve conducting litigation of considerable importance and complexity, possibly involving large sums of money and contested by law firms of more than average ability. Difficulty of legal problems encountered is complex. Supervision is exercised over a number of subordinate attorneys as well as clerical and other supportive staff, and includes assigning and reviewing work, evaluating employes’ performance, interpreting labor agreements, resolving complaints or grievances, and insuring the development of staff. Supervision received is general in nature.

Examples of Work: Serves as chief counsel of a large single county/joinder agency, or multiple county/joinder human services agencies, supervising and participating in the conduct of difficult, novel, and important legal matters.

Supervises a staff of attorneys, legal assistants, and clerical employees by assigning work, reviewing completed work for adherence to standards, and evaluating employe performance.

Plans and supervises the operational aspects of the legal support services, such as assigning cases, projects, or studies, scheduling, and directing the flow of work.

Develops, through individual and group conferences, the efficiency and skill of subordinate employes.

Initiates corrective disciplinary action for minor misconduct by subordinate employees and recommends major corrective disciplinary actions or dismissals.

Receives grievances or complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends resolution to grievance or complaints.

Prepares and signs employee performance evaluation reports.

Plans, supervises, and participates in section training activities.

Renders opinions upon the legality and propriety of applicable rules and regulations.

Advises county/joinder management on interpretation of laws and proper courses of action.

Represents the county/joinder in litigation of major importance or complexity before trial and appellate courts.

Represents the county/joinder in hearings and investigations before administrative tribunals.

Represents the county/joinder on important, difficult and novel legal matters.

Advises county/joinder officials with reference to revision and codification of existing statutes.

Confers with private citizens to advise them on local and state laws and regulations.

Performs related work as required.

Required Knowledges, Skills and Abilities: Knowledge of the common law and of county, state and Federal laws, particularly in regard to general administrative and regulatory functions of local and state government.

Knowledge of judicial procedures and of the rules of evidence.

Knowledge of the principles, methods, materials, and practices of legal research.

Knowledge of the methods and practices of pleading civil and criminal cases, and of effective techniques in the presentation of cases in court.

Knowledge of particular areas of the law.

Knowledge of the principles and methods of employe supervision.

Knowledge of current labor agreement provisions which affect the supervision of employes, including the assignment of work and overtime, scheduling of employees, handling of grievances, and evaluation of work performance.

Skill in analyzing, appraising, and organizing facts, evidence, and precedents concerned in difficult and complex cases and in presenting such material in clear and logical form for oral or written presentation as briefs, opinions, orders, or decisions.

Skill in analyzing legal documents and instruments.

Skill in drafting legal instruments and proposed legislation.

Ability to deal tactfully and effectively with state administrative officials, local governmental officials, employees, court officials, and with the general public.

Ability to plan, assign, and review the work of subordinate attorneys and clerical employes.

Minimum Experience and Training: Three years of progressively responsible legal experience, with some experience in highly responsible and complex professional legal work, and graduation from an approved school of law.

Necessary Special Requirement: Possession of a certificate of admission to the Bar of the Supreme Court of Pennsylvania; or eligibility for such certification.
