SPECIAL INVESTIGATOR (Housing)

Definition: This is technical criminal investigation work of a confidential nature.

An employee in this class is responsible for making criminal investigations in connection with unusual and highly sensitive cases of alleged violations of state laws. Employees utilize scientific and technical equipment, processes, and methods of investigation in order to obtain information and evidence and to ascertain facts regarding suspected persons. Work involves cases which usually have broad administrative or political implications in the local government. The course and scope of an investigation is usually determined by a superior but the employe exercises his own judgment and decision on techniques to carry out the assignment when out in the field. Work is evaluated through progress reports on each phase of the investigation and through periodic conferences with superiors.

Examples of Work Performed: Collects, evaluates, and develops evidence and prepares it for orderly presentation to prosecuting officers of the state.

Conducts surveillance of suspected persons and places.

Conducts or assists in the conduct of investigations into suspected violations of theft, fraud, or abuse of medical assistance, public assistance, employe related, or acts perpetrated by outside sources.

Seeks out and contacts informants to obtain information.

Procures and examines personal records such as deeds and wills, contracts, and bank statements.

Interrogates suspected persons and witnesses to obtain admissions and confessions.

Evaluates sources of information to determine reliability.

Uses investigative apparatus such as electronic and photographic equipment of all types.

Confers with governmental officials concerning the scope and conduct of investigations.

Appears in court and offers testimony as a prosecution witness.

Prepares summary reports on investigations.

Performs related work as required.

Knowledges, Skills, and Abilities: Knowledge of the principles and methods of criminal investigations and law enforcement.

Knowledge of the basic rules of evidence.

Knowledge of state government and business operations.

Knowledge of the applicable statutes, court decisions, interpretations, and administrative ruling pertaining to violations of state laws.

Skill in ascertaining facts by personal contact and observation and the examination of records.

Skill in the use and care of firearms.

Ability to use technical investigative equipment efficiently.

Ability to speak and write effectively.

Ability to establish and maintain effective working relationships in all public contacts.

Experience and Training: Two years of experience in criminal investigation work and a bachelor’s degree;

or

Any equivalent combination of experience and training.
