Definition:

This is technical work in the analysis of various systems and their adaptation to electronic data processing and other modern management methods.

An employee in this class participates in the analysis of work systems for processes; the reduction of these processes into a logical series of steps; and the writing of instructions for the orderly execution of these steps, one of which will necessarily include the utilization of electronic data processing methods. Work involves performing independent computer systems analysis and designs of small projects composed of easily understood subject areas and relatively few variables and processes; or participating under more intensive supervision, in computer systems studies of larger, more complex projects. Work may include participation in work measurement, space utilization, work simplification, and manpower utilization studies in conjunction with the design of overall systems. Employees may receive on-the-job or formal training in electronic data processing operations and in writing computer instructions. Work is assigned, in detail, by a technical supervisor who provides assistance during the course of studies and reviews completed work for the adequacy of application of the principles and techniques of computer systems analysis and the soundness of recommendations.

Examples of Work:

Assists in conducting methods and systems surveys of programs with a view to applying electronic data processing methods.

Participates in feasibility and cost comparison studies.

Participates in work measurement, space utilization, work simplification, and manpower utilization studies in comparison with the design of overall systems.

Participates in the preparation of electronic data processing system specifications.

Assists in developing block diagrams, flow charts, and input-output requirements.

Designs forms associated with the systems.

Participates in the preparation of procedure manuals for the operation of the systems.

Assists in the development of new or revised organizational structures, equipment standards, and records control systems.

Participates in formal or on-the-job training courses in electronic data processing operations and computer programming.

Performs related work as required.

Required Knowledges, Skills, and Abilities:

Knowledge of management principles and practices, including organizational structure, staffing patterns, and administrative control techniques.

Knowledge of basic algebra.

Some knowledge of the principles and practices of fiscal, personnel, and general services administration.

Skill in the use of inductive and deductive reasoning.

Ability to make oral and written reports and presentations, and to prepare clear and effective charts and graphs.

Ability to analyze operations and to organize their component parts into a logical system.

Ability to learn the principles and techniques of developing instructions for an electronic computer.

Ability to establish and maintain

effective working relationships with associates and personnel of organizational units in which studies are conducted.

A high degree of general intelligence and numerical and verbal reasoning ability.

Minimum Experience and Training:

One year of computer systems analysis experience involving applications to electronic data processing methods; or two years of experience in computer programming or management analysis and improvement work; or three years of professional, administrative, or technical experience in an occupation which normally requires college graduation as a minimum prerequisite; and a bachelor's degree. Experience in computer programming or computer systems analysis may be substituted for the required training at the rate of one year of experience in computer programming or computer systems analysis for two years of college. Graduate work in business administration, public administration, or mathematics may be substituted for the required experience at the rate of one year of graduate work for one year of computer systems analysis experience. Graduate work in computer science may be substituted for the required experience at the rate of one year of graduate work for one and one-half years of computer systems analysis experience.
