Definition:

This is advanced technical work in the analysis of various systems and their adaptation to electronic data processing and other modern management methods.

An employee in this class analyzes work systems or processes; reduces these processes into a series of logical steps; and writes instructions for the orderly execution of these steps, one of which will necessarily include the utilization of electronic data processing methods. Work involves performing independent computer systems analyses and designs of complex projects characterized by many variables, steps, and complex data processing problems. Supervision may be exercised over computer programmers and computer systems analysts during the course of a study. Employees may conduct work measurement, space utilization, work simplification, and manpower utilization studies in conjunction with the design of overall systems. Work is assigned by a technical supervisor who outlines general instructions and objectives; however, the employee is required to independently initiate and select courses of action while the study is in progress. Work is reviewed for workability of results and adherence to the principles and techniques of computer systems analysis.

Examples of Work:

Conducts detailed methods and systems surveys of programs with a view to applying electronic data processing methods.

Conducts feasibility and cost comparison studies and makes initial recommendations.

Conducts work measurement, space utilization, work simplification, and manpower utilization studies in conjunction with the design of overall systems.

Participates in the preparation of electronic data processing system specifications.

Develops block diagrams, flow charts, and input/output requirements.

Develops new or revised organizational structures, equipment standards, and records control systems.

Instructs computer staff in the conversion of operations to electronic data processing methods.

Designs forms associated with the systems.

Prepares procedures manuals for the operation of the systems.

Devises data verification methods and standards systems procedures.

Participates in the development of executive routines or other means to insure the continued efficient operation of the systems.

Performs related work as required.

Required Knowledges, Skills, and Abilities:

Knowledge of modern techniques in computer systems analysis and design.

Knowledge of current developments in computer systems analysis, management information systems, and electronic data processing.

Knowledge of the capabilities and requirements of electronic data processing equipment.

Knowledge of management principles and practices, including organizational structure, staffing patterns, and administrative control techniques.

Knowledge of the principles of computer programming.

Knowledge of the application and uses of modern office equipment.

Knowledge of the principles and techniques of forms design.

Knowledge of the principles and techniques of computer system documentation.

Some knowledge of the principles and practices of financial administration, public personnel administration, governmental budgeting, and general services administration.

Ability to make oral and written reports and presentations, and to prepare charts and graphs clearly and effectively.

Ability to program instructions for computers.

Ability to analyze operations and organize their component parts into a logical system.

Ability to establish and maintain effective working relationships with associates and personnel or organizational units in which studies are conducted.

Minimum Experience and Training:

One year as a Computer Systems Analyst I;

or

Two years of computer systems analysis experience involving the design of detailed applications for electronic data processing equipment; or three years of experience in computer programming, one of which shall have been as a lead, computer systems, software, or computer maintenance programmer; and a bachelor's degree. Experience in computer programming or computer systems analysis may be substituted for the required training at the rate of one year of experience in computer programming or computer systems analysis for two years of college. Graduate work in business administration, public administration or mathematics may be substituted for the required experience at the rate of one year of graduate work for one year of computer systems analysis experience. Graduate work in computer science may be substituted for the required experience at the rate of one year of graduate work for one and one-half years of computer systems analysis experience.
