COMPUTER SYSTEMS ANALYST 3 L0443
Definition:
This is minor supervisory and advanced technical work in the analysis of various systems and their adaptation to electronic data processing, supervisory and other modern or advanced ADP research and planning.
An employee in this class is responsible for the design and maintenance of all systems within an agency characterized by a limited number of programs which have been, or will be adapted to electronic data processing methods; for supervising the design and maintenance of a major system or group of systems within an agency characterized by a substantial and varied number of programs which have been, or will be adapted to electronic data processing methods; or for the performing of work of comparable scope and complexity in an inter-agency capacity. Work includes performing feasibility studies to determine the need for electronic data processing; formulating procedures and instructions for the operation of the system; instructing and assisting programmers and hardware personnel in the conversion operations to electronic data processing methods; and developing executive routines or other means to insure the continued efficient operations of the system. Employees may supervise work measurement, space utilization, work simplification, and manpower utilization studies in conjunction with the design of overall systems. Supervision may be exercised over a staff of computer systems analysts; work may also involve supervision over computer programmers and other electronic data processing personnel during the course of a study.
Work is assigned in broad outline by an administrative or technical supervisor, and reviewed, upon completion, for overall effectiveness and workability of the system.
Supervises and performs detailed methods and systems surveys of agency operations with a view to applying electronic data processing methods.
Supervises feasibility and cost comparison studies and makes recommendations.
Supervises work measurement, space utilization, work simplification, and manpower utilization studies in conjunction with the design of overall systems.
Prepares electronic data processing system specifications.
Supervises and participates in the development of block diagrams, flow charts, and input/output requirements.
Instructs, and when necessary, supervises computer staff in the conversion of operations to electronic data processing methods.
Supervises the preparation of forms and procedures manuals to effect operation of the system.
Devises data verification methods and standards systems procedures.
Develops executive routine or other means to insure the continued efficient operation of the system.
Performs related work as required.
Required Knowledges, Skills, and Abilities:
Knowledge of modern techniques in computer systems analysis and design.
Knowledge of the management principles and practices and administrative control techniques required to design an EDP system.
Knowledge of the principles and techniques of forms design.
Knowledge of the principles and techniques of computer system documentation.
Knowledge of the principles and practices of fiscal, personnel, and general services administration.
Knowledge of the principles of computer programming.
Knowledge of the management principles and practices, including organizational structures, staffing patterns, and administrative control techniques required to plan, evaluate, and implement long range ADP systems utilization.
Knowledge of the administrative techniques and requirements and operating functions of large and complex ADP installations.
Knowledge of current developments in computer systems analysis, management information systems, and electronic data processing.
Knowledge of the capabilities and requirements of electronic data processing.
Knowledge of the application and uses of modern office equipment.
Knowledge of the principles and practices of supervision and office management.
Ability to program instructions for computers.
Ability to relate management objectives to computer and information systems.
Ability to make oral and written reports and presentations, and to prepare clear and effective charts and graphs.
Ability to analyze operations and organize their component parts into logical systems.
Ability to plan and supervise the work of technical and clerical subordinates.
Ability to establish and maintain effective working relationships with subordinates, associates, and personnel or organization units in which studies are conducted.
Minimum Experience and Training:
One year as a Computer Systems Analyst 2 in the appropriate specialty;
or
Three years of computer systems analysis experience including the design of detailed applications for electronic data processing equipment; and an associate degree in computer science or a bachelor's degree including or supplemented by twelve credits in computer science. Equivalent clock hours in computer science may be substituted for credits;
or
Any equivalent combination of experience and training that involves twelve credits in computer science.
Graduate training in computer science may be substituted for the required experience to a maximum of one year.
