Definition: This is legal clerical work in reviewing and analyzing reports, recommendations, rulings, or decisions for possible legal implications.
An employee in this class is responsible for reviewing and analyzing reports, recommendations, rulings, or decisions for possible inconsistencies with the laws or regulations governing regulatory programs. Work involves bringing to the attention of supervisors possible discrepancies which may affect the final outcome of a case or changing recommendations that do not conform precisely with prescribed laws or regulations. Work may include occasional oral or written contact with field personnel, to gather additional information or clarify important points concerning a case. Work may also include the preparation of written summaries of the pertinent aspects of cases to be used in making administrative rulings. Employees either work independently with little supervision on very routine cases or under close supervision and review on more difficult and complex cases. Assignments are received from a higher level Legal Assistant.
Examples of Work: Reviews and analyzes recommendations, rulings, or decisions for possible inconsistencies with the laws or regulations governing regulatory programs.
Notifies supervisor of discrepancies which may affect the final outcome of a case.
Changes the recommendations of field personnel that do not conform precisely with prescribed laws or regulations.
Contacts field personnel to gather additional information or clarify important points concerning a case.
Prepares summaries of the pertinent aspects of cases to be used in making administrative rulings.
Reviews files in order to list violations in order of important, dates of occurrence, or similar information.
Reviews and complies field of pertinent documents for use at board hearings.
Maintains a workable reference filed on board and court precedents.
Performs related work as required.
Required Knowledges, Skills, and Abilities: Knowledge of business English.
Ability to learn laws, rules, regulations, policies, and procedures used to govern regulatory programs.
Ability to learn legal, enforcement, and regulatory procedures and practices.
Ability to learn pertinent or precedent setting cases.
Ability to review and analyze reports, recommendations, rulings, or decisions of field personnel to determine possible inconsistencies with the laws or regulations governing regulatory programs.
Ability to apply pertinent laws, rules, and regulations.
Ability to comprehend and interpret legal documents and to perform legal research.
Ability to prepare case summaries including all pertinent information.
Ability to express ideas clearly and concisely, orally and in writing.
Ability to follow oral and written instructions.
Ability to establish and maintain effective working relationships with fellow employes and the general public.
Minimum Experience and Training: Three years of progressively responsible clerical, auditing, enforcement, or investigative experience;
or
Any equivalent combination of experience and training.
