OPERATIONS AND TRAINING OFFICER L0530
Definition:
This is professional and administrative work in developing, planning, coordinating, and executing emergency management operations and training programs for a county or local government emergency management agency.
Employees in this class develop and evaluate operational and training programs, train county and local emergency management personnel and volunteers, and coordinate activities to respond to natural or man-made disasters at the national, state, or local level. Work includes overseeing the operations of a county/local emergency operations center (EOC) and coordinating with adjacent jurisdictions. Supervision may be exercised over clerical, technical, and professional staff. Direction is received from the county Emergency Management Coordinator through assignment of overall goals and objectives. Work is reviewed by the Emergency Management Coordinator or County Commissioners through observations of results, periodic conferences and evaluation reports.
Examples of Work:
Directs the development of and reviews county/local emergency operations plans (EOPs) and emergency warning and communications plans to insure completeness and compliance with federal and state requirements.
Supervises a staff of professional, technical, and/or clerical employees engaged in daily operations of the Emergency Operations Center (EOC) and other emergency management and related training activities.
Prepares assessment report for Act 165 to include past incidents that have occurred in the county/municipality, list of SARA facilities, vulnerability analysis, and financial statements.
Meets with private industry representatives to review their contingency and off-site emergency plans and advise them of Right-To-Know regulations.
Compiles Tier II information on hazardous materials stored at various facilities; prepares SARA Title III billing invoices and collects associated fees in accordance with Act 165.
Reviews existing training programs to insure they provide adequate training and skills related to local emergency management.
Maintains the county's emergency management video library; develops new video programs on a variety of subject matter as required.
Trains, or coordinates the training of, subordinates, public officials, volunteer groups, emergency response personnel, business, industry, day care centers/facilities, school students and the general public on the nature of hazards, protective measures, and emergency management concepts and skills.
Tests procedures and plans covering emergency operations during exercises in order to assess and evaluate local emergency operations plans, capabilities, and training.
Coordinates the overall public information programs for seasonal awareness, protective actions, and basic instruction (i.e., presentations to school students, distribution of informational brochures, etc.).
Facilitates communications and coordination of federal and state efforts with local emergency response and support organizations including police, fire, ambulance, EMS agencies, county dispatch centers, public utilities, schools, hospitals, human service agencies and volunteer organizations for emergency services such as: alert and warning, shelter, inventory and distribution of emergency equipment and supplies, radiological protection, evacuation, mass casualties, and other emergency support services.
Utilizes telecommunications, computer and related software systems, including the statewide satellite emergency communications (ECOMM) network, for communications, retrieval, storage, and analysis of emergency management data and information.
Directs the maintenance of emergency engineering equipment and supply inventories, such as cots, blankets, sandbags, etc. and coordinates distribution as needed.
Assists in initiating and developing mutual aid and cooperative assistance agreements with neighboring municipalities and industries for aid and resources.
Prepares and submits monthly, quarterly, and annual reports of operations to appropriate local/state government officials as required.
Performs related work as required.
Required Knowledges, Skills, and Abilities:
Knowledge of the theory, principles, techniques, and practices of emergency management, preparedness, response, and recovery activities.
Knowledge of the principles and methods of public administration.
Knowledge of the principles and methods of instruction as related to the selection, development, and conduct of training seminars and conferences pertaining to emergency management.
Knowledge of the structure and operations of state and local government.
Knowledge of the emergency policies and programs of federal, state and local governments.
Ability to draft and explain preparedness operational plans.
Ability to plan, organize, direct, and critique training on emergency management concepts and skills.
Ability to use a personal computer and keyboard operation.
Ability to communicate clearly and effectively, orally and in writing.
Ability to develop and coordinate plans and procedures for emergency management activities.
Ability to react quickly and calmly in emergency situations.
Ability to interpret and comply with government regulations concerning emergency management.
Minimum Experience and Training:
One year of experience in the development, coordination, or promotion of emergency-related programs in disaster relief, public safety, emergency management or related emergency services in government, industry, education or the military; and one year of experience in training or teaching; or any equivalent combination of experience and training.
