ASSISTANT SECTION 8 COORDINATOR (Housing)

Definition:

This is administrative work assisting in the management of the Section 8 Rental Assistance Program for a housing authority.

An employee in this class assists the Section 8 Program Coordinator in the management and efficient operation of the Section 8 Program in accordance with the procedures of the housing authority and federal regulations. Work involves assisting the Section 8 Coordinator by performing a variety of functions including intake, determining eligibility, income verification, annual and interim reexaminations, Housing Quality Standards inspections, composing related reports and correspondence, and landlord/resident outreach and relations. Employe may be given responsibility for an assigned phase of the operations; however, final responsibility and accountability rests with the Section 8 Coordinator through conferences and a review of reports and program results.

Examples of Work Performed:

Assists the Section 8 Coordinator in the management and administration of the Section 8 Program within the policies and regulations of the Department of Housing and Urban Development and the Housing Authority administrative plan.

Assists in negotiating, or executes housing assistance payment contracts between the property owner and the housing authority.

Counsels prospective residents and rental property owners in the requirements of the program.

Interviews applicants for the program to determine eligibility and calculates rent; maintains waiting lists.

Collects, analyzes, and evaluates statistical data for the Section 8 Coordinator’s use in planning and monitoring the Section 8 Program.

Completes annual and interim reexaminations of residents to determine income, family composition, and recalculation/reverification of rent.

Assists the Section 8 Coordinator, as required, in the inspection of rental units to determine their compliance to Housing Quality Standards and other authority standards.

Assists prospective residents in locating a qualified unit.

Familiarizes families in their rights and obligations under the lease and appropriate landlord-resident laws.

Assists the Section 8 Coordinator by composing and submitting periodic and special reports required by regulating agencies of government and the housing authority.

Responds to inquiries regarding the Section 8 Program.

Performs related work as required.

Knowledges, Skills, and Abilities:

Knowledge of basic regulatory government agency rules, regulations, and procedures that pertain to the Section 8 Rental Assistance Program for housing authorities.

Knowledge of the basic laws pertaining to landlord-resident relationships.

Ability to learn to interpret and implement laws, regulations, and procedures relating to the Section 8 Rental Assistance Program.

Ability to express ideas clearly and concisely, orally and in writing.

Ability to establish and maintain effective working relationships with administrative officials, co-workers, program participants, and the general public.

Ability to maintain records and reports.

Ability to perform arithmetic calculations such as adding and subtracting of whole numbers and decimals and multiplying and dividing by two or more digit whole numbers or decimal multipliers or dividers.

Experience and Training:

Two years of experience in performing tasks associated with the management of multi-family housing developments, or properties owned or administered by public housing agencies; OR two years of comparable business, industrial, or professional employment; OR any equivalent combination of experience and training;

OR 

 One (1) year as a Management Aide.
