DRUG AND ALCOHOL PREVENTION PROGRAM MANAGER L0684

DEFINITION: This is managerial work in a drug and alcohol prevention program in a Single County Authority.

An employee in this class supervises prevention program supervisors or has responsibility for directing the work of prevention program specialists performing work in community development. Employees are responsible for assigning and reviewing work, evaluating performance, interviewing applicants and making recommendations for or hiring employees. Programmatically, employees direct a large prevention program through subordinate supervisors or supervise prevention program specialists involved in community development and organization. Employees are responsible for preparing or overseeing the preparation of the annual prevention plan, insuring material is prepared and documented for licensing requirements, developing or effectively recommending policy and procedure, developing grant proposals and questionnaires for research purposes. Work is performed in accordance with established regulations, policies and procedures. Employees are expected to exercise initiative and independent judgement in achieving objectives. Work is reviewed by an administrative supervisor through conferences and an evaluation of results.

EXAMPLES OF WORK: Supervises prevention supervisors or prevention program specialists involved in implementing a varied prevention program in a Single County Authority.

Establishes overall prevention goals and objectives for the county, and monitors progress of prevention programs as implemented by staff.

Oversees the negotiations with school district administrators to revise school discipline codes, including establishing referral for treatment mechanisms.

Supervises staff working closely with and works closely with community organizations by providing technical assistance, guiding their organizing efforts and channeling their activities in specific directions in order to integrate their program with the overall county drug and alcohol program.

Supervises the planning, organizing and provision of initial training and orientation to teachers and students in order to establish an intervention or peer counseling group in a school.

Administers the prevention budget by allocating monies for programs, salaries, contracts, travel and supplies; monitoring spending; and making revisions to budget as required.

Interprets program objectives to individual public agencies and other community organizations to gain understanding, cooperation and support.

Develops assessment techniques for county prevention programs.

Prepares monthly and quarterly reports by reviewing goals and objectives in the county prevention plan and utilizing UDCS reports and statistics to indicate progress or completion of goals.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of community organization, personnel administration, accounting and budgeting; and management theory.

Knowledge of the principles of basic supervision.

DRUG AND ALCOHOL PREVENTION PROGRAM MANAGER (CON’T.)

Knowledge of current drug and alcohol prevention and treatment practices and philosophies.

Knowledge of the techniques and practices for developing and writing grant proposals, conducting needs assessments and comprehensive plans.

Knowledge of training techniques and philosophies as related to staff development and public health education.

Ability to speak effectively in public and express ideas clearly and concisely, both orally and in writing.

Ability to establish and maintain effective working relationships with associates, community groups and the general public.

Ability to develop rules, regulations, policies and procedures for the prevention program.

Ability to develop and present training courses on new prevention concepts.

Ability to evaluate prevention program effectiveness.

MINIMUM EXPERIENCE AND TRAINING: One year as a Drug and Alcohol Prevention Program Specialist, or Prevention Program Supervisor;

or

A Bachelor’s Degree in Health Education, Education, the Social or Behavioral Sciences or related fields and three years of progressively responsible experience in prevention, including one year in work involving community development;

or

Any equivalent combination of experience or training.
