DRUG AND ALCOHOL CASE MANAGEMENT SUPERVISOR L0687

DEFINITION: This is professional work of a supervisory nature in the field of alcohol and other drugs, directing the provision of a full range of case management services.

Employees in this class are responsible for supervising subordinate drug and alcohol case managers in their efforts to ensure that clients with alcohol and other drug problems have access to services in a continuum of care by their identifying, referring and authorizing appropriate services. Employees in this class oversee the assessment of client needs, the determination of level of care, the development of client service plans and the facilitation by the subordinate staff of the client's treatment to address their problems relative to alcohol and other drug usage. Supervisory responsibility is carried out in accordance with established regulations, policies and procedures with employees expected to exercise initiative and independent judgement in the supervision and direction of subordinate case managers. Employees carry out the supervision of subordinate case manager who are managing a multiple case load of clients under the overall direction of a high level administrative staff member. Employees are expected to carry out assignments to completion subject to the above administrative review.

EXAMPLES OF WORK: Coordinates and reviews case records, documents and information prepared by staff for adherence to agency policies and procedures.

Develops and implements a training program for case management staff.

Interprets rules, regulations, policies, standards and objectives of the case management program to subordinates and others.

Prepares reports, correspondence, social studies and keeps necessary records.

Conducts case management conferences and staff meetings.

Serves as liaison and provides outreach to appropriate groups and individuals.

Develops budget recommendations and monitors line item expenditures.

Supervises staff involved in the case management process.

Reviews and approves the determination of the level of care by subordinate case managers.

Reviews and approves the determination of funding arrangements and the authorization and recommendation of services for alcoholic and other drug clients.

Supervises, reviews and approves the development and implementation of a comprehensive service plan based on the results obtained by the case manager from the assessment process.

Reviews and approves updates to the client service plan as made by the clients case manager.

Supervises the coordination and provision of access to available alcohol and other drug ancillary services.

Oversees the monitoring of client treatment progress and the performance of utilization review activity.

Performs other related duties as required.

Performs case management duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of case work principles and methods.

Knowledge of addictions and methods of treatment.

Knowledge of current social, economic and health problems and available resources.

Knowledge of human service agencies providing services to alcohol and other drug clients.

Knowledge of interviewing and assessment techniques.

Ability to plan, organize, and supervise the work of professional and paraprofessional staff.

Ability to analyze, interpret, and evaluate case records and recommend sound course of action.

Ability to orient subordinates in regard to rules, regulations, policies and procedures.

Ability to establish and maintain effective working relationships with clients, families, agency staff, community service agencies and facilities and the general public.

Ability to make clear and pertinent statements orally and in writing.

Ability to work with persons who have physical, mental or emotional disabilities or who are economically disadvantaged or involved with the criminal justice system.

Ability to plan and organize work, prepare records and reports, set priorities.

MINIMUM EXPERIENCE AND TRAINING: Two years as a Drug and Alcohol Case Management Specialist;

or

A Bachelor's Degree in Chemical Dependency, Sociology, Social Welfare, Psychology, Nursing or a related field; and three years direct service experience performing counseling or case management work in alcohol or other drug treatment setting;

or

A Bachelor's Degree which includes or is supplemented by successful completion of 18 college credits in sociology, social welfare, psychology, criminal justice or other related social sciences; and three years direct service experience performing counseling or case management work in alcohol or other drug treatment setting;

or

Any equivalent combination of experience and training.
