DRUG AND ALCOHOL TREATMENT PROGRAM MANAGER                         

DEFINITION: This is administrative and managerial work as a single or multi-site facility director in a Single County Authority (SCA) Drug and Alcohol Functional Treatment Unit.

An employee in this class plans, develops, implements, and evaluates the therapeutic care, treatment, and rehabilitative programs provided by the SCA. Work involves assessing community treatment needs, meeting with contracted treatment providers, allocating resources to meet needs, developing recommendations for the treatment program budget, monitoring treatment program spending and developing policies and procedures for the treatment program. Work includes supervision of lower level supervisors responsible for providing counseling services in individual communities. Work is performed independently in accordance with established regulations, policies, and procedures. Supervision is received from the SCA Administrator/Project Director through the review of work and achievement of program objectives.

EXAMPLES OF WORK: Directs the operation of SCA drug and alcohol treatment programs.

Administers the drug and alcohol treatment budget by allocating monies for programs, salaries, contracts, travel, and supplies; monitoring spending; and recommending budget revisions.

Plans, develops and oversees the implementation and evaluation of the treatment programs within the SCA functional unit.

Coordinates and ensures the full treatment continuum through the SCA Functional Unit and contracted treatment providers.

Interprets program objectives to individual public agencies and community organizations.

Participates in the development of assessment techniques for county treatment and intervention needs.

Develops and implements changes to policy and procedures in the SCA Functional Unit.

Prepares monthly and quarterly reports.

Performs other related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the drug and alcohol abusing subculture.

Knowledge of the principles and practices of personnel administration, budgeting, and management theory.

Knowledge of crisis intervention methods; individual, group, and marital counseling techniques; and behavior modification techniques.

Knowledge of care and case management practices in a human service agency.

Knowledge of the practices and procedures of the criminal justice system in dealing with drug and alcohol related offenders.

Knowledge of policy and procedure development.

Ability to plan, develop, implement, and evaluate treatment programs.

Ability to identify and coordinate client needs with available services.

Ability to supervise and effectively accomplish work through subordinates.

Ability to evaluate employee performance and prepare employee performance evaluation reports.

Ability to read and interpret program objectives, policies, procedures, regulations, financial reports and statistics.

Ability to write and evaluate monthly and quarterly reports as well as program goals and objectives.

Ability to implement assessment techniques and criteria for evaluation of community needs.

Ability to obtain transportation necessary to perform the duties of the position.

MINIMUM EXPERIENCE AND TRAINING: A Master’s Degree from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and two (2) years of professional experience providing direct service and/or program planning in a human service agency, including one (1) year supervising human service professionals;

or

A Bachelor’s Degree from an accredited college with a major in chemical dependency, psychology,  social work,  counseling,  nursing    (with   a   specialty    in    nursing/health

administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and four (4) years of professional experience providing direct service and/or program planning in a human service agency, including one (1) year supervising human service professionals;

or

An Associate’s Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and six (6) years of professional experience providing direct service and/or program planning in a human service agency, including one (1) year supervising human service professionals.
