SCA DRUG AND ALCOHOL PROGRAM REPRESENTATIVE
DEFINITION: This is professional, administrative and analytical work performing quality assurance monitoring and providing technical assistance in regard to drug and alcohol prevention, intervention, treatment and treatment-related subcontracts in a Single County Authority (SCA).
Employees in this class are responsible for conducting comprehensive quality assurance reviews of administration, prevention, intervention, treatment and treatment-related subcontractors in regard to performance and compliance and for providing technical assistance as well as consultative and liaison services to subcontractors. Employees perform on-site assessments, i.e. monitoring reviews, to evaluate the provider compliance with contractual requirements through review of administrative and programmatic policies and procedures, record reviews, data reporting and fiscal management. Employees prepare on-site assessment reports that include a statement of findings, appropriate recommendations for continuous quality improvement and identification of areas requiring corrective actions. Employees are expected to serve as a resource and provide advice to providers on a wide range of administrative and professional matters such as fiscal and programmatic performance, contract compliance, state requirements, quality care and other topics that contribute to the achievement of program and contract objectives. Employees are expected to represent the interests of the SCA and to operate in a politically sensitive environment. Work is performed independently and reviewed for conformance to overall program objectives by the immediate supervisor through reports and conferences.
EXAMPLES OF WORK: Coordinates and monitors administration, prevention, intervention, treatment and treatment-related subcontracts.
Ensures the provision of minimal contractual requirements through the use of a state-approved monitoring instrument.
Conducts quality assurance, fiscal and programmatic assessments through on-site visits to review the operations of subcontractors.
Prepares summaries of on-site assessments.
Reviews and approves corrective action plans in response to identified contractual deficiencies.
Tracks, verifies and reports on implementation status of required corrective action plans.
Provides consultative services to subcontractors related to meeting minimal contractual requirements.
Performs other related duties.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of the principles and practices of administration relating to drug and alcohol program services.
Knowledge of management principles and administration.
Knowledge of basic psychological and social implications in the drug and alcohol field.
Ability to interact and conduct interviews and dialogue, exercise professional judgment and initiative in dealing with subcontractors.
Ability to establish and maintain effective working relationships with subcontractors.
Ability to express ideals effectively, both orally and in writing.
Ability to plan, organize and perform assignments effectively and independently.
MINIMUM EXPERIENCE AND TRAINING: Two (2) years of professional experience providing direct social services, case management services, program planning, program monitoring, program evaluation, allied health services, or quality assurance services in a social services agency; and a bachelor's degree in the behavioral sciences, or public health or human services administration, or a closely related field. Graduate course work in the behavioral sciences, or public health or human services administration may be substituted for up to one year of the required experience.

Four (4) years of professional experience providing direct social services, case management services, program planning, program monitoring, program evaluation, allied health services, or quality assurance services in a social services agency; and an associate’s degree including or supplemented by eighteen (18) credits in the behavioral sciences, or public health or human services administration.
