SCA DRUG AND ALCOHOL PROGRAM REPRESENTATIVE SUPERVISOR

DEFINITION: This is professional, administrative, analytical and supervisory work directing program representatives performing quality assurance monitoring and providing technical assistance in regard to drug and alcohol prevention, intervention, treatment and treatment-related subcontracts in a Single County Authority (SCA).

Employees in this class supervise a staff of SCA Drug and Alcohol Program Representatives responsible for conducting comprehensive quality assurance reviews of administration, prevention, intervention, treatment and treatment-related subcontractors in regard to performance and compliance and for providing technical assistance as well as consultative and liaison services to subcontractors. Direct program representatives that perform on-site assessments, i.e. monitoring reviews, to evaluate the provider compliance with contractual requirements through review of administrative and programmatic policies and procedures, record reviews, data reporting and fiscal management.  Review reports of on-site assessments that include a statement of findings, appropriate recommendations for continuous quality improvement and identification of areas requiring corrective actions. Work includes training program representatives in the review of subcontractor program operations to insure that federal, state and SCA policy, program administration standards, funding requirements and established rules and regulations are being met.  Employees in this class serve as a resource and provide technical assistance to subordinate and subcontractor program staff on a wide range of administrative and professional matters such as policy interpretation, service coordination, best practice, monitoring providers of service and other topics that contribute to the achievement of program objectives.  Employees in this class represent the interests of the SCA and operate in a politically sensitive environment. Work is performed independently and reviewed for conformance to overall program objectives by the immediate supervisor through reports and conferences.

EXAMPLES OF WORK:  Supervises program representatives that coordinate and monitor drug and alcohol administration, prevention, intervention, treatment and treatment-related subcontracts in a SCA.

Supervises program representatives that conduct quality assurance, fiscal and programmatic assessments through on-site visits to review the operations of subcontractors.

Reviews summaries of on-site assessments.

Reviews and approves recommendations of program representatives in regard to corrective action plans in response to identified contractual deficiencies. 

Ensures program representatives track, verify and report on implementation status of required corrective action plans. 

Ensures program representatives provide professional consultative services to subcontractors. 

Provides training and technical assistance to program representatives and subcontractor program staff on a wide range of administrative and professional matters. 

Participates in conferences, seminars and symposiums pertaining to the field of drugs and alcohol. 

Employees may participate in the performance of their subordinates’ work consistent with operational or organizational requirements. 

Performs related duties as required. 

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of administration relating to drug and alcohol program services. 

Knowledge of federal and state legislation, policies and regulations governing drug and alcohol programs. 

Knowledge of the processes and procedures utilized in monitoring performance of subcontractors. 

Knowledge of management principles and administration. 

Knowledge of basic psychological and social implications in the drug and alcohol field. 

Knowledge of the management structure and functions of the SCA in regard to prevention, intervention and treatment related to drug and alcohol programs. 

Ability to interact and conduct interviews and dialogue, exercise professional judgment and initiative in dealing with subcontractors, staff members and local officials. 

Ability to review and analyze plans, reports of findings and recommendations.  

Ability to establish and maintain effective working relationships. 

Ability to express ideas effectively, both orally and in writing. 

Ability to plan, organize and perform assignments effectively and independently. 

MINIMUM EXPERIENCE AND TRAINING:  One (1) year as a SCA Drug and Alcohol Program Representative; 

or 

Three (3) years of professional experience providing direct social services, case management services, program planning, program monitoring, program evaluation, allied health services, or quality assurance services in a social services agency and a bachelor's degree in the behavioral sciences, or public health or human service administration or a closely related field.  Graduate course work in the behavioral sciences, or public health or human service administration may be substituted for up to one year of the required experience.

Five (5) years of professional experience providing direct social services, case management services, program planning, program monitoring, program evaluation, allied health services, or quality assurance services in a social services agency and an associate’s degree including or supplemented by eighteen (18) credits in the behavioral sciences, or public health or human service administration.
