Definition:  This is responsible professional work of an advanced or supervisory nature involving program planning, administration, analysis, evaluation, monitoring and coordination of county children, youth and families programs.

An employee in this class reviews, administers, analyzes, evaluates, monitors and coordinates children, youth and families program objectives, policies and operations of organizational segments of a county children, youth and families agency.  Employees provide administrative services to agency staff concerning program planning, interpreting overall program objectives, and advising on problems related to programs for children, youth and families in a county children and youth agency.  Important aspects of this work are reviewing and analyzing existing data concerning children, youth and families programs, preparing reports, evaluating program effectiveness, and recommending changes in policy and operational methods.  Assignments are specialized in nature and limited to selected areas of operation and methods employed. Supervision may be exercised over lower level County Children, Youth and Families Program Specialists, and other professional, sub-professional and clerical staff.  Work is performed under the general supervision of an administrative supervisor and is reviewed through conferences and reports.

Examples of Work Performed:  Reviews, administers, analyzes, monitors and coordinates children, youth and families program objectives, policies and operations of organizational segments of a county children and youth agency.

Develops plans and programs, objectives, policies and operations for a specialized agency-wide program.

Serves as the agency's specialist and administrator of a large county day care program.

Serves as the special assistant and consultant to an administrative supervisor, agency staff and law enforcement agencies regarding child welfare rules, regulations, policies and procedures regarding legal representation on major issues pertaining to family/juvenile/orphans court decisions, civil service/unemployment compensation, appeals and litigation involving the agency.

Provides consultation in the evaluation and response to service complaints from clients and the community.

Aids in coordinating children, youth and families programs with those of other offices to prevent overlapping and duplication; assures adequate coverage and promotes utilization of existing county resources and services.

Aids in the drafting of plans, policies and procedures of children, youth and families programs.

Provides staff services to agency and county management staff.

Interprets rules, regulations, policies, standards, and objectives of the agency or program to contract providers, agency staff and subordinates.

Provides or directs the provision of technical assistance to contract providers.

Assists in arranging joint agreements and projects with public and private children, youth and families agencies and organizations.

Prepares correspondence and reports on studies made and recommends policy and procedural changes.

Supervises professional, sub-professional and clerical staff.

Plans and organizes work, assigns work, determines work priority, sets goals, reviews work performance, and evaluates work performance.

Approves leave, schedules personnel, and authorizes or assigns overtime.

Performs related duties as required.

Required Knowledges, Skills and Abilities:  Knowledge of the principles and practices of children, youth and families program planning and development as it relates to the implementation of direct services and operational procedures.

Knowledge of modern basic management principles and practices.

Knowledge of current social, economic, and health problems and resources as it relates to children, youth and families.

Knowledge of the basic principles and methods involved in working with socially maladjusted or physically or mentally disadvantaged children and youth.

Knowledge of the structure, organization, and methods of public and private children, youth and families agencies and institutions.

Knowledge of the principles and methods applied to collecting, reviewing, analyzing, and interpreting statistical data.

Ability to analyze and evaluate program plans and operations and make recommendations leading toward policy and method determination.

Ability to aid in the development and coordination of children, youth and families program plans.

Ability to establish and maintain effective working relationships with departmental staff and other agencies.

Ability to make clear and pertinent statements, orally and in writing.

Minimum Experience and Training:  One year as a Children, Youth and Families Program Specialist 1;

or

Three years of professional level experience in the field of children, youth and families; and a bachelor's degree;

or

Any equivalent combination of experience and training.
