Definition:  This is responsible professional work of a supervisory and administrative nature involving program planning, analysis, and coordination of county children, youth and families programs.

An employee in this class is responsible for directing the review, analysis and evaluation of objectives, policies and operations of county children, youth and families programs in a large County Children, Youth and Families Agency and making recommendations for program changes.  An important aspect of the work is the coordination of agency programs to prevent duplication and overlapping and assure adequate coverage. Duties also involve overall responsibility for policy development, direction and coordination for all agency functions in areas of program planning and development, grant writing, quality control, training, placement practices and contract monitoring.  The employee interprets children, youth and families policies and develops, modifies, and recommends procedures related to broad program planning or specific services. Considerable initiative and independent judgment are required.  Work is performed under the general supervision of an administrative supervisor and is reviewed through conferences, reports and results attained.

Examples of Work:  Directs and participates in the review, analysis, evaluation, and coordination of county children, youth and families program plans and operations in a large County Children, Youth and Families Agency.

Directs and participates in overall policy development, direction and coordination of all agency functions in areas of program planning and development, grant writing, quality control, training, placement practices and contract monitoring.

Interprets children, youth and families policies and develops, modifies, and recommends procedures related to broad program planning or specific services.

Oversees the development of new programs to meet the needs of the clients and the community.

Develops or participates in the development of the Annual Service Plans.

Schedules and conducts contract negotiations with provider agencies, to include the development of budget submission format; implements a process to adopt content changes recommended by staff and county auditors.

Directs the development of tracking systems to ensure the prompt provision of effective and quality services.

Directs the development and management of a system to determine placement policies and decisions in conjunction with Juvenile Court and provider agencies.

Directs the development of procedures in shelter services relative to number and appropriateness of admissions, length of stay and referrals to other treatment agencies and foster home placements.

Supervises a professional staff engaged in program planning, policy development and reviewing and analyzing program plans and operations.

Plans, organizes and assigns work, determines work priority, sets goals, reviews work performance, and evaluates employee work performance.

Interprets rules, regulations, policies, standards, and objectives of the organization and program to subordinates.

Approves leave, schedules personnel, and authorizes or assigns overtime.

Prepares reports and correspondence.

Performs related work as required.

Required Knowledges, Skills and Abilities:  Knowledge of the principles and practices of children, youth and families program planning and development as it relates to the implementation of direct services and operational procedures.

Knowledge of modern principles and practices of management and supervision.

Knowledge of current social, economic, and health problems and resources as it relates to children, youth and families.

Knowledge of the structure, organization, and methods of public and private children, youth and families agencies and institutions.

Knowledge of the basic principles and methods involved in working with socially maladjusted or physically or mentally disadvantaged children and youth.

Knowledge of the principles and methods applied to collecting, reviewing, analyzing, and interpreting statistical data.

Ability to analyze and evaluate children, youth and families program plans and operations and make recommendations leading toward policy and method determination.

Ability to develop and coordinate children, youth and families program plans.

Ability to provide leadership to and establish and maintain effective working relationships with departmental staff, committees, and other agencies and departments.

Ability to plan and direct the work of a professional staff.

Ability to make clear and pertinent statements, orally and in writing.

Minimum Experience and Training:  One year as a Children, Youth, and Families Program Specialist 2;

or

Five years of professional level experience in the field of children, youth and families, including three years of administrative, supervisory, or consultative work; and a bachelor's degree;

or

Any equivalent combination of experience and training.
