Definition: This is professional work of an administrative nature involving the review, analysis, evaluation, monitoring and coordination of community mental health programs as a member of the administrative staff of a County Mental Health/Intellectual Disability Agency.
An employee in this class is responsible for the review, analysis, evaluation, monitoring and coordination of community mental health programs. Duties involve interpreting rules, regulations, program policies and objectives, and administering or assisting in administering services. Duties also involve providing technical assistance to contract providers, and program planning, development, implementation, consolidation and coordination. Supervision may be exercised over professional or sub-professional staff. Work is performed under the direction of an administrative supervisor and is reviewed through conferences and reports.
Examples of Work: Reviews, analyzes, monitors, evaluates and coordinates community mental health programs, objectives, policies and procedures.
Administers, or assists in administering, direct services or providing technical assistance to contract providers and county staff with program planning, development, implementation, consolidation and coordination, in such areas as Community Residential Services, Vocational Rehabilitation, Social Rehabilitation, Housing Services, Forensic Services, Services for the Unemployed, Domiciliary Care and the CASSP program.
Interprets rules, regulations, policies and procedures and provides advice regarding overall policies and program objectives.
Assists or participates in the assessment of program needs and advises on problems related to program consolidation and coordination.
Meets with contract providers, representatives of community organizations, federal, state and county representatives and agency staff to explain programs and policies, resolve conflicts and coordinate programs and services.
May supervise professional, sub-professional and clerical staff.
Prepares correspondence, studies and reports.
Performs related duties as required.
Required Knowledges, Skills, and Abilities: Knowledge of the principles and practices of mental health program planning and development as it relates to the implementation of direct services and operational procedures in County MH/ID Programs.
Knowledge of modern basic management principles and practices.
Knowledge of current social, economic, and health problems and resources as it relates to the field of mental health.
Knowledge of the basic principles and methods involved in working with socially maladjusted or physically or intellectually disabled adults and/or children.
Knowledge of the structure, organization, and methods of public and private mental health agencies and institutions.
Knowledge of the principles and methods applied to collecting, reviewing, analyzing, and interpreting statistical data.
Knowledge of federal, state and county legislation, policies and procedures related to the mental health delivery system.
Ability to analyze and evaluate program plans and operations and make recommendations leading toward policy and method determination.
Ability to aid in the development and coordination of mental health program plans.
Ability to establish and maintain effective working relationships with public and private contract providers, community groups, and county and state officials and agency staff.
Ability to make clear and pertinent statements, orally and in writing.
Minimum Experience and Training: Two years of professional level experience in the field of mental health; and a bachelor's degree;
or
Any equivalent combination of experience and training.
