Definition:  This is responsible professional work of an advanced or supervisory nature involving program planning, administration, analysis, monitoring and coordination of community mental health programs as a member of the administrative staff of a County Mental Health/Intellectual Disability Agency.

An employee in this class plans, administers, analyzes, monitors and coordinates the county's mental health program, a combined mental health/intellectual disability program, or a large specialized area of the mental health program. Duties involve the interpretation of laws, regulations, policies and procedures; the provision of technical assistance to contract providers; the development, negotiation and monitoring of contracts and assisting with the implementation, monitoring and evaluation of community programs.  Duties also include the coordination of mental health/intellectual disability programs with other community programs.  Supervision may be exercised over a professional and sub-professional staff. Work is performed under the direction of an administrative supervisor and is reviewed through conferences and reports.

Examples of Work:  Plans, administers, analyzes, monitors and coordinates the county's mental health program, a combined mental health/intellectual disability program, or a large specialized area of the mental health program.

Interprets rules, laws, regulations, policies and procedures to program staff, contract providers and other interested parties.

Develops program plans, policies and procedures and conducts need assessments.

Provides, or supervises the provision of, technical assistance to contract providers.

Conducts, or assists with the conduct of, negotiations and the monitoring of contracts with provider agencies; assists with the implementation, monitoring and evaluation of community programs.

Coordinates, trains and provides consultation to delegates.

Assists with the preparation of the Annual Plan.

Meets with representatives from private and public provider agencies, community service organizations, federal, state and county agencies.

Accompanies, or provides staff to participate in state licensing reviews of provider agencies.

Supervises and trains professional and sub-professional staff.

May represent the agency on task forces or advisory boards of other community agencies.

Prepares correspondence, studies and reports.

Performs related work as required.

Required Knowledges, Skills and Abilities:  Knowledge of the principles and practices of mental health program planning and development as it relates to the implementation of direct services and operational procedures.

Knowledge of modern basic management principles and practices.

Knowledge of current social, economic, and health problems and resources as it relates to the field of mental health.

Knowledge of the basic principles and methods involved in working with socially maladjusted or physically or intellectually disabled adults and/or children.

Knowledge of the structure, organization, and methods of public and private mental health agencies and institutions.

Knowledge of the principles and methods applied to collecting, reviewing, analyzing, and interpreting statistical data.

Ability to analyze and evaluate program plans and operations and make recommendations leading toward policy and method determination.

Ability to aid in the development and coordination of mental health program plans.

Ability to establish and maintain effective working relationships with public and private agencies, community groups and organizations, federal, state and county officials and agency staff.

Ability to plan and direct the work of a professional staff.

Ability to make clear and pertinent statements, orally and in writing.

Minimum Experience and Training:  One year as a County Mental Health Program Specialist 1;

or

Three years of professional level experience in the field of mental health; and a bachelor's degree;

or

Any equivalent combination of experience and training.
