JOB TITLE: COUNTY INTELLECTUAL DISABILITIES PROGRAM SPECIALIST 1 JOB CODE: L0755 SERIES NATURE OF WORK: The County Intellectual Disabilities Program Series describes work in the review, analysis, evaluation, monitoring, and coordination of community intellectual disability programs in a county mental health/intellectual isabilities (MH/ID) agency. DEFINITION: This is professional work reviewing, analyzing, evaluating, monitoring, and coordinating community intellectual disability (ID) services in a county MH/ID agency. An employee in this job administers or assists in administering county MH/ID services. Work involves interpreting rules, regulations, and program policies and objectives; and providing technical assistance to contract providers. Work also involves planning, developing, implementing, consolidating, and coordinating community ID programs. Supervision may be exercised over professional or support staff. Work is performed under the direction of an administrative supervisor and is reviewed through conferences and reports. EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.) * Provides technical assistance to contract providers and county staff with program planning, development, implementation, consolidation, and coordination in areas such as Community Residential/Waiver; Adult Day Care; Early Intervention; Family Support Services; Vocational and Social Rehabilitation; and Employment Services. * Interprets rules, regulations, policies, and procedures and provides advice regarding overall policies and program objectives. * Participates in the assessment of ID program needs and advises on problems related to program consolidation and coordination. * Meets with contract providers, representatives of community organizations, and federal, state, and county representatives to explain programs and policies, resolve conflicts, and coordinate ID programs and services. * Prepares correspondence, studies, and reports. * Performs the full range of supervisory duties. * The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements. * Performs related work as required. ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES: * Knowledge of the theories, principles, and practices of community intellectual disabilities program planning and development. * Knowledge of social, economic, and health problems and resources as they relate to intellectual disabilities. * Knowledge of the principles and methods for working with adults or children who are socially maladjusted or have physical or intellectual disabilites. * Knowledge of the structure, organization, and methods of public and private agencies and institutions serving individuals with intellectual disabilities. * Knowledge of the principles and methods applied to collecting, reviewing, analyzing, and interpreting statistical data. * Knowledge of federal, state, and county legislation, policies, and procedures related to the intellectual disabilities delivery system. * Knowledge of the use and functionality of Microsoft Office Suite software. * Ability to interpret and apply regulations, policies, and procedures. * Ability to establish and maintain effective working relationships. * Ability to communicate effectively orally. * Ability to communicate effectively in writing. MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities) * Two years of professional experience in the field of intellectual disabilities, and a bachelor's degree; or * An equivalent combination of experience and training.
