SERIES NATURE OF WORK: The County Intellectual Disabilities Program Series describes work in the review, analysis, evaluation, monitoring, and coordination of community intellectual disability programs in a county mental health/intellectual disabilities (MH/ID) agency.
DEFINITION: This is administrative and supervisory work in the planning, administration, analysis, monitoring, and coordination of community intellectual disabilities (ID) programs in a county MH/ID agency.
An employee in this job is responsible for directing a large county ID program. Work involves establishing service standards; developing programs, budgets, and sub-contracting procedures; and developing policies and procedures to implement laws and regulations. Supervision is exercised over professional and support staff. Work is performed with considerable independence under the direction of an administrative supervisor and is reviewed through conferences, reports, and results attained.

• Plans, analyzes, coordinates, and implements community-based ID programs.
• Establishes overall service standards for quality and service proficiency.
• Directs or develops agency budgets, programs, and sub-contracting procedures.
• Analyzes and evaluates ID program plans and operations, and develops policies and procedures for improved delivery of services.
• Represents the agency at meetings with advisory boards of various agencies, community organizations, task forces, committees, ad hoc community groups, and federal, state, and county officials.
• Prepares or assists in the preparation of the annual plan and budget for a county ID program.
• Prepares or directs the preparation of studies, reports, and correspondence.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the theories, principles, and practices of intellectual disabilities program management.
• Knowledge of social, economic, and health problems and resources related to intellectual disabilities.
• Knowledge of community intellectual disabilities programs and resources.
• Knowledge of the principles and methods involved in working with adults or children who are socially maladjusted or have physical or intellectual disabilities.
• Knowledge of the principles and methods applied to collecting, reviewing, analyzing, and interpreting statistical data.
• Knowledge of the principles and practices of public administration.
• Knowledge of the principles and practices of employee supervision.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to interpret and apply regulations, policies, and procedures.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year as a County Intellectual Disabilities Program Specialist 2 (local government title);
or
• Five years of professional experience in the field of intellectual disabilities, including three years of administrative, supervisory, or managerial work, and a bachelor’s degree;
or
• An equivalent combination of experience and training that includes five years of professional experience in the field of intellectual disabilities, including three years of administrative, supervisory, or managerial work.
