YOUTH DEVELOPMENT COUNSELOR II                                                  L0932

Definition:

This is supervisory counseling work concerned with the rehabilitation and social development of delinquent youth.

An employee in this class administers an integrated treatment program to effect changes in the social behavior of delinquent youth. The employee is responsible for individual and group counseling, constructive discipline, instruction, and security of a large group of youths. Duties include supervision of counselors assigned to living units, recreational, work, or educational activities, or administrative duties. Work is performed under the general direction of a higher level youth worker and is reviewed for conformance to departmental and institutional policies and procedures through inspection of results, conferences, and reports.

Examples of Work:

Supervises individual and group counseling, constructive discipline, and security and instruction which is given to youth in work, recreational or educational activities at a development center, or other youth program such as transitional community residence.

Supervises a group of counselors engaged in working with delinquent youth, who may also be emotionally disturbed.

Supervises the over-all home life guidance, care and training to delinquent youth of an assigned living unit.

Administers disciplinary measures in complex situations not handled by the lower level counselor and follows up on other disciplinary problems and investigations.

Participates in program planning and policy determination for the total facility.

Plans and coordinates the activities of individuals and youth groups according to treatment requirements.

Provides intensive immediate and long range counseling in specialized or complex cases.

Reviews periodic and special evaluations on delinquent youth and determines assignments or treatment changes.

Meets with families, or other interested parties, of delinquent youth to review and discuss your adjustment.

Performs related work as required.

Required Knowledges, Skills and Abilities:

Thorough knowledge of the physical and emotional needs and problems of youth with emphasis on the delinquent.

Considerable knowledge of simple health, safety, and first-aid practices.

Knowledge of the principles and methods of supervision and program planning.

Knowledge of casework and group work principles and methods especially as related to services to delinquent children.

Ability to observe, understand, and report behavioral problems of youth and administer or recommend corrective action.

Ability to establish and maintain effective working relationships with delinquent youth, staff workers, and the general public.

Ability to communicate effectively, both orally and in writing.

Minimum Experience and Training:

One year as a Youth Development Counselor I; or two years experience working with adolescents including one year of counseling experience in the area of the prevention of juvenile delinquency or the rehabilitation of delinquent youth, and a bachelor's degree; or anyequivalent combination of experience and training.
