MAINTENANCE SUPERINTENDENT (Housing)

 

Definition: This is administrative and technical work in directing a complex program of building maintenance and hearing and utility operations for a housing authority.

An employee in this class is responsible for planning, organizing, and directing a complex program of building maintenance and heating and utility operations for a housing authority. Major emphasis of the work is directing and coordinating the functions of building maintenance, groundskeeping, and heating plant operations, and the acquisition and distribution of the fiscal, material, and manpower resources to provide for preventive, operational, and emergency plant maintenance. Employees are responsible for the operation and maintenance of the electrical, water, and sewage systems of the authority. Planning for physical plant development, growth, and improvement requires participation in conferences with superiors and professional engineers and architects to transmit housing authority requirements, to evaluate proposed plans for plant maintenance and repair, and to insure that program needs are fulfilled. Supervision is exercised over a technical staff. Direction is received from an administrative superior through a review of reports, personal inspections, and conferences.

Examples of Work Performed: Plans, organizes, directs, and coordinates a program of building maintenance, groundskeeping, and heating and utility operations for a housing authority.

Directs all building, electrical and mechanical maintenance and reviews work for adherence to plans, specifications, and technical trades standards.

Directs the operation of the heating and utility systems through the review of logs, charts, and reports.

Directs the care and maintenance of housing authority grounds.

Estimates annual and special budgetary requirements for the maintenance program; prepares purchasing documents for, and controls the issuance of, equipment, supplies, and materials to be used in building maintenance and plant operation activities; insures the maintenance of an adequate inventory of supplies and equipment.

Attends job conferences on construction projects and reviews completed work for adherence to specifications.

Establishes operating standards applying to maintenance procedures, material, equipment and performance of personnel.

Performs related work as required.

Knowledges, Skills, and Abilities: Thorough knowledge of the practices and techniques of the maintenance and construction trades, including plumbing, carpentry, masonry, electrical, painting and roofing.

Thorough knowledge of the codes, statutes, and regulations governing the maintenance and construction trades.

Considerable knowledge of the occupational hazards and safety precautions of the mechanical, electrical, and building trades.

Considerable knowledge of the operation, maintenance, and repair of electrical, sewage, water, and refrigeration systems.

Knowledge of the practices and techniques of heating plant operations and maintenance.

Ability to schedule and supervise the work and training of trades and plant operations personnel.

Ability to construct and interpret plans, sketches, and drawings.

Ability to maintain accurate and current records.

Ability to establish and maintain effective working relationships with supervisors, subordinates, tenants, and the general public.

Experience and Training: Six years of experience in the maintenance and repair or construction of buildings or facilities, including three years in a progressively responsible supervisory or administrative capacity. College or technical school study with major emphasis on mechanical, electrical, or civil engineering or the engineering or construction technologies may be substituted on a year-for-year basis for the required non-supervisory experience.
