CHIEF OF POLICE (Housing Authority) L1093
DEFINITION: This is managerial work as the Chief of Police for law enforcement activities in a housing authority.
The employee in this job is responsible for planning, organizing and directing police and security functions in a housing authority. Work involves developing, implementing, coordinating, monitoring and evaluating the conduct of police activities, investigations and programs; directing the enforcement of federal, state, local and housing authority laws, rules and regulations; ensuring the security of employees, residents, visitors, facilities and property of the housing authority; developing goals, objectives and policies related to police and security enforcement programs; developing action plans for response to emergency situations; and overseeing the development and conduct of public outreach and safety programs and initiatives. Work also involves establishing and maintaining relations with other law and public security enforcement agencies as well as resident and community groups; and testifying and presenting evidence in court proceedings. The employee is a sworn police officer and exercises the power of arrest. Supervision is exercised over a police and security force which operates 24 hours a day, 7 days a week. Work is performed with considerable independence and is reviewed for effectiveness and emergency response capabilities by an administrative supervisor through reports and conferences.
EXAMPLES OF WORK: Plans, organizes and directs the functions of a housing authority police force.
Carries out the full range of managerial duties and responsibilities including ensuring adequate staffing levels and directing police and security work through administrative staff and subordinate supervisors.
Develops, implements, monitors and evaluates administrative policies and procedures to ensure the efficient operation of the police and security program.
Ensures the enforcement of the Pennsylvania Crimes Code, the Pennsylvania Motor Vehicle Code, local ordinances and housing authority rules and regulations.
Develops and implements policies and procedures and establishes standards of conduct and operation for the housing authority police force.
Testifies in court or other legal proceedings.
Develops, establishes and maintains relations with other law and public security enforcement agencies; discusses policies and procedures to enhance inter-agency cooperation and coordination; and explains program policy for the exchange of information and services.
Plans, develops, establishes and maintains effective communications with resident and community groups and the general public to improve performance, communications, understanding and cooperation and to resolve issues between the housing authority and the respective groups.
Directs the maintenance of files, records and documents as may be required to ensure safety and security at the housing authority.
Performs the full range of supervisory duties.
The employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of law enforcement principles, practices and techniques.
Knowledge of the crime and motor vehicle codes.
Knowledge of interviewing procedures and techniques.
Knowledge of methods used in conducting criminal investigations.
Knowledge of methods and practices of security patrolling and incident reporting.
Knowledge of crowd control and group behavior
Knowledge of safety procedures and legal controls concerning use of firearms.
Knowledge of the principles and practices of employee supervision.
Ability to properly handle offensive and defensive weapons.
Ability to plan, organize and direct the functions of a police and security force.
Ability to develop policies and procedures,
Ability to apply and interpret laws, rules and regulations.
Ability to react quickly and calmly in emergency situations, and determine and carry out the proper course of action.

MINIMUM EDUCATION AND TRAINING: One year as a Police Officer Lieutenant (Housing Authority);
or
Four years of experience as a law enforcement officer, which is supplemented by two years supervising law enforcement officers, and successful completion
of the Municipal Police Officers’ Education and Training Commission Certified Basic Police Academy (Act 120) training.
NECESSARY SPECIAL REQUIREMENT: Possession of a valid class C or equivalent driver’s license.
