MANAGEMENT ANALYST 2

NATURE OF WORK: The Management Analyst series describes work associated with developing, analyzing, advising on, or suggesting improvements in processes, areas, or procedures that are characterized as managerial rather than programmatic. Examples of these managerial areas are: work methods and procedures; organizational structures; administrative policies; forms and records management; or the use of space, equipment, and facilities.

DEFINITION: Employees in this class perform journey level technical analysis work with emphasis on areas such as, but not limited to, work methods and procedures, organizational structures, administrative issuances, forms, or space and facilities. Work involves gathering necessary background data, analyzing the data, developing conclusions and recommendations, and preparing oral and written reports. Work includes interviewing employees and supervisors in operational or program units, conducting on site inspections, and negotiating for approval of recommendations. Work may also involve leading other management analysts in studies of managerial processes or procedures, or comprehensive organizational studies affecting varied organizational units, or which have department wide impact. Work is differentiated from the lower level because studies are comprehensive, have department wide significance, and involve coordination of diverse operational and organizational units. Work is differentiated from the higher level by the lack of supervisory work and by the lack of the ongoing conduct of managerial studies requiring sensitive internal and external department coordination. Work is performed with independence and reviewed upon completion by a technical or administrative superior for compliance with general instructions and policies, adequacy of the application of management analysis principles and techniques, and soundness of conclusions and recommendations.

EXAMPLES OF WORK: Evaluates work methods and procedures; organizational structures; or inventory systems in order to improve productivity, to suggest further or initial automation, or to suggest change in agency policy, procedures, or management practices.

Evaluates requests for office equipment, including word processors and personal or micro-computers; or space and facility utilization in order to improve productivity, to suggest initial/further automation or to link word processors and personal or micro-computers for information sharing, or to suggest change in space or facility use.

Reviews and analyzes administrative issuances; develops or revises directives or manual issuances; determines their effect on departmental policies, priorities, or procedures; and coordinates internal or external review, printing, and distribution.

Reviews and/or develops forms to meet operational needs; meets with program or operational staff to determine the form's current effectiveness; suggests enhancements, consolidation with other forms, or elimination; works with inter or intra agency design staff; and coordinates printing and distribution.

Conducts studies of managerial functions; obtains and analyzes facts about departmental procedures and practices, and organizational structures; develops conclusions and recommendations for improvements; prepares reports of findings.

Confers with operational unit supervisors and higher level analysts on administrative and procedural problems and the development of new and improved methods and systems.

Leads other management analysts in studies, makes work assignments and sets priorities, monitors progress, and synthesizes study findings into a comprehensive report.

Works with electronic data processing staff in order to effect installation of new automated systems or to enhance existing systems.

Gives technical advice to departmental staff, commercial vendors, or others.

Provides for and assists in the training of personnel, prepares and revises procedural manuals and other instructional materials.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the practices, theories, techniques, and methods of management.

Knowledge of the principles and practices of public administration and personnel management, public budgeting, and general services administration.

Knowledge of the basic trends and current developments in management analysis.

Knowledge of basic mathematical and statistical methods, such as standard deviation, means, simple correlation, frequency distribution, or trend projections.

Knowledge of the basic uses and application of electronic data processing equipment for data collection, organization, and presentation.

Knowledge of the application and uses of office equipment and appliances.

Ability to gather, assemble, correlate, and analyze facts and devise solutions to problems.

Ability to interpret policy and functional statements, administrative issuances, and legislation and to apply them to managerial functions and procedures.

Ability to learn agency programs and operations.

Ability to apply established practices, theories, techniques, and methods of management to departmental managerial processes.

Ability to apply mathematical and statistical methods to the analysis and interpretation of data.

Ability to evaluate managerial processes and recommend necessary changes in organizational and/or operating procedures.

Ability to understand manual processes, envision their application to automation, and work with appropriate staff to effect automation.

Ability to apply formulae to determine various allocations such as space, material, or personnel.

Ability to make oral and written reports and presentations, and prepare charts and graphs clearly, concisely, and effectively.

Ability to establish and maintain effective working relationships with associates, personnel of organizational units in which studies are conducted, other agency staff, commercial vendors, and the general public.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Management Analyst 1; or two years of experience in technical management analysis work, and a bachelor's degree;
