JOB TITLE: MATERIALS AND SERVICES MANAGER, TRANSPORTATION

DEFINITION: This is administrative and advanced technical work in planning, organizing, and directing all functions of the Materials and Services Management Division in the Bureau of Office Services, Department of Transportation.

The employee in this job functions as Chief of the Materials and Services Management Division. Work includes responsibility for developing and overseeing policies and procedures for a variety of statewide departmental programs and activities including the procurement of all materials, services, and facilities; the Materials Management and Capital Equipment Management Inventory systems; the SAP Help Desk; the Purchasing Card Program; the Surplus Coordination Program; Right to Know Law activities; the Signature Authorization Program; the Forms and Publications Program; and records management functions. Work also includes responsibility for overseeing the department’s Public Sales Store, warehousing functions, and the distribution of all paperwork and consumable items. Supervision is exercised over subordinate managers, technical, and clerical staff. Work is performed with a high degree of independence to meet bureau and program objectives and initiatives with policy guidance provided by the bureau director, as needed.

Directs the work of a division made up of sections engaged in various materials and service management activities.

Oversees the procurement of materials, equipment, supplies, machines, tools, and services for the department; manages the coordination of role mapping, training, and oversight of purchasers statewide.

Plans and develops standards, specifications, and contracts for items such as highway maintenance materials, automotive equipment parts, traffic control equipment, and safety devices.

Manages the department’s purchasing card program to include development of policy, training, and compliance reviews for purchasing cards statewide.

Maintains positive working relationships with the Department of General Services, Office of Administration, Office of the Budget, Office of Chief Counsel, Office of Integrated Enterprise Systems, and agency managers and program officials.

Supervises the preparation and management of the bureau’s budget.

Manages the department's Materials Management System, which is utilized statewide for centralized contract and materials inventory control; maintains oversight through Inventory Quality Assurance Reviews in the field.

Plans and coordinates the Forms and Publications Management Program as it pertains to organization, construction, specifications, design, analysis, selling, buying, processing, and controlling the policies related thereto.

Directs the department’s Records Management Program by establishing and monitoring policies and procedures that govern transfer, storage, and records retention and disposition.

Oversees the department’s compliance with the Right to Know Law.

Manages a warehousing operation for the dispatching of all forms, publications, maps, and envelopes used by Central Office and field offices.

Administers the department’s Signature Authorization Program with consultation and coordination with the Office of Chief Counsel and the Office of Comptroller Operations.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of policy writing and implementation techniques.

Knowledge of program evaluation processes and techniques.

Knowledge of the use and functionality of industry standard software applications such as word processing, spreadsheet, e-mail, and database.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

Five years of professional experience in procurement, management analysis, or a closely related field, which includes three years of supervisory experience, and a bachelor’s degree;

or

An equivalent combination of experience and training, which includes three years of supervisory experience.
