RADIO SPECIALIST MANAGER
DEFINITION: This is highly responsible administrative and advanced technical work in the development and modification of a complex statewide radio/data telecommunications system titled the Public Safety Radio Project.
The employee in this class is responsible for managing, coordinating, and reviewing the developmental progress of an integrated statewide radio/data telecommunications system. Work involves promoting the project to obtain participants in and support for the telecommunications system; resolving conflicting priorities and needs of participating organizations; maintaining the quality of telecommunications within a Commonwealth-wide broadcast area; maintaining strict time constraints and standards set by the Federal Communications Commission and Administrative Superiors; developing proposals and budgets for participants, equipment, facilities, and services; and maintaining contact with representatives of governmental and private organizations, contractors, consultants and others interested in providing and receiving Radio Project telecommunications support and services. Supervision is exercised over subordinate supervisors that coordinate participant activities and specialists that perform advanced technical functions. Work is performed independently and is reviewed by an administrative superior through periodic conferences and upon completion for adherence to established standards and for results obtained.
EXAMPLES OF WORK: Directs and coordinates the work of telecommunications specialists and support personnel engaged in the development of an inter-organizational radio/data telecommunications system with Commonwealth-wide broadcasting capabilities.
Directs the work of personnel engaged in developing policies and procedures for operation and use of the radio/data telecommunication system within conflicting participant priorities/changing needs.
Directs personnel in the technical integration of many radio telecommunication resources and provides technical advice on complex/high risk telecommunications matters.
Plans, organizes and assigns work, determines work priority, sets goals, and reviews and evaluates employee work performance; completes and reviews employee performance evaluation reports.
Negotiates and manages telecommunications contracts for statewide contractor service order work, the purchase and installation of radio systems, the purchase of a wide range of radio/data telecommunications equipment and cable products, network management systems and related equipment.
Reviews the evaluation of proposals/bids and selection of telecommunications vendors for contract award.
Reviews proposed and existing radio/data telecommunications systems applications, studies, design concepts, specifications, plans and drawings, vendor bid lists, letters of intent, contracts and other documents and items relating to systems.
Ensures current inventories and documentation prepared and are maintained on telecommunications systems, circuits and equipment owned, rented, leased or in surplus by the Commonwealth.
Directs surveys of organizational telecommunication needs and capabilities to evaluate cost effectiveness of equipment, systems, services, and methods being used and to determine shared-costs of participating organizations.
Performs computer modeling and forecasting activities and prepares other estimates of conditions related to the telecommunications systems in order to predict performance and adequacy of the systems under changing conditions and to recommend equipment or procedural modifications.
Develops and ensures the timely completion of Commonwealth's integrated telecommunications multi-year plan within short time constraints/standards set by the Federal Communications Commission and Commonwealth Administrative authorities.
Serves as a representative of the Commonwealth for the radio project by presenting technical and administrative reports to potential system partners, current participants, legislative groups, and Commonwealth administrative superiors.
Represents the Commonwealth in radio frequency conflict negotiation cases involving radio project non-participants.
Directs the activities of the Commonwealth Radio Project business office.
Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of radio/data telecommunications systems planning, design, development and compatibility.
Knowledge of the principles and practices of project management and effective supervision.
Knowledge of Federal and state regulatory agencies, laws, rules, and regulations pertaining to radio/data telecommunications.
Knowledge of the current engineering and design/testing standards that apply to radio/data telecommunications systems.
Ability to plan, supervise, and evaluate the work /resources of subordinates, contractors and participant organizations to implement the statewide radio/data telecommunications network.
Ability to establish and maintain effective working relationships with various governmental agencies, vendors, and private organizations.
Ability to prepare and review detailed designs, proposals, specifications, and cost estimates for various radio/data telecommunications networks and systems.
Ability to present technical information in a clear, concise manner, both orally and in writing.
Ability to operate data entry equipment.
MINIMUM EXPERIENCE AND TRAINING: Three years of supervisory radio or data telecommunications experience involving the marketing or business management of radio systems for large commercial or governmental applications; the management of installation, repair or maintenance of large commercial or governmental radio systems; or systems engineering analysis with a public utility, governmental agency or private company.
