TELECOMMUNICATIONS ADMINISTRATOR
DEFINITION: This is advanced technical, consultative, and administrative work in the development and modification of statewide voice and data telecommunications systems.
An employee in this class is responsible for the management, coordination, and ongoing review of statewide voice and data telecommunications activities including those functions associated with network engineering. In an agency, work involves the supervision of functions for planning and developing large governmental voice and data telecommunications systems, including responsibility for development of proposals for equipment, facilities, and services to improve existing and new voice and data telecommunications systems, and includes the supervision of subordinate supervisory and/or advanced technical telecommunications functions; or serving as the project manager for highly complex and critical voice and data telecommunications systems that are broad in scope and involve system design responsibilities where no design standards exist. In the Bureau of Commonwealth Telecommunications Services, work involves serving as a consultant and technical advisor for enterprise level communications initiatives and contract activities for voice operations and voice and data telecommunications systems, including serving as the primary interface for the resolution of contractual issues with vendors, legal counsel, and agencies; managing enterprise wide telecommunications procurement functions; or serving in a centralized consultative capacity for enterprise wide or specific agency voice and data telecommunications issues. Work involves contact with representatives of governmental organizations, telephone companies, contractors, consultants, and others providing telecommunications services to the Commonwealth. Work is performed independently and is reviewed by an administrative superior through periodic conferences and upon completion for adherence to established standards and for results obtained.
EXAMPLES OF WORK: Directs and coordinates the work of a staff performing technical and administrative or advanced technical work in the development and modification of voice and data telecommunications systems.
Directs the work of personnel engaged in developing policies and procedures for voice and data telecommunications management.
Makes recommendations for policy or procedural changes.
Reviews new or expanded voice and data telecommunications systems applications, studies, design concepts, requests for proposals, specifications, plans and drawings, vendor bid lists, letters of intent, contracts, and other related documents and items.
Serves as the agency's project manager for highly complex and critical voice and data telecommunications systems.
Ensures current inventories and documentation are prepared and are maintained on telecommunications systems, circuits and equipment owned, rented, leased, or surplused by the Commonwealth.
Provides technical advice and assistance in complex voice and data telecommunications matters such as negotiations for consolidation and sharing of telecommunications systems.
Directs surveys of voice and data telecommunications activities of the agencies to evaluate cost effectiveness of the equipment, systems, services, and methods being used.
Directs the monitoring of contractor performance during installation, including the conduct of acceptance tests for new or modified voice and data telecommunications systems.
Reviews voice and data telecommunications system design and economic studies to ascertain cost effectiveness.
Negotiates and manages telecommunications contracts for statewide contractor service order work and purchases.
Evaluates cost effectiveness of voice and data telecommunications equipment, systems, and methodology.
Reviews the evaluation of proposals/bids and selection of telecommunications vendors for contract award.
Directs the conduct of acceptance tests for new or modified voice and data telecommunications equipment.
Monitors contractor performance.
Represents the Commonwealth in common carrier rate cases.
Provides technical advice and assistance on complex telecommunications matters.
Serves as a representative of the Commonwealth for specialized statewide telecommunications projects.
Plans highly specialized telecommunications programs of statewide magnitude.
Manages the installation and repair of Commonwealth-owned conduit and cable.
Develops planning documents for the operation and expansion or curtailment of telecommunications systems.
Performs cost analysis studies related to the voice and data telecommunications systems.
Performs computer modeling and forecasting activities.
Prepares estimates of conditions related to telecommunications systems and predicts performance and adequacy of the systems under changing conditions.
Recommends equipment or procedural modifications to voice and data telecommunications systems.
Prepares technical and administrative reports.
Performs the full range of supervisory duties.
Employees in this class may participate in the performance of the subordinates work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of voice and data telecommunications systems planning, design, development, and compatibility.
Knowledge of Federal and state regulatory agencies, laws, rules, and regulations pertaining to voice and data telecommunications.
Knowledge of the current engineering and design standards that apply to voice and data telecommunications systems.
Knowledge of the methods involved in the design, installation, operation, evaluation, and testing of voice and data telecommunications systems.
Ability to prepare and review detailed designs, proposals, specifications, and cost estimates for various voice and data telecommunications networks and systems.
Ability to present technical information in a clear, concise manner, both orally and in writing.
Ability to operate data entry equipment.
Ability to establish and maintain effective working relationships with various governmental agencies, vendors, and citizens' groups.
MINIMUM EXPERIENCE AND TRAINING: One year as a Telecommunications Specialist 2 or a Telecommunications Supervisor;
or
Two years of technical experience in the operation and maintenance of a Local Area Network (LAN) that included one year of responsibility for installing, updating, and maintaining a network operating system and one year of experience supporting the hardware and software that provides connectivity with other networks and/or platforms; and an Associate's Degree in Microcomputer Technology, or other closely related field;
or
Four years of technical experience in the operation and maintenance of a Local Area Network (LAN) that included one year of responsibility for installing, updating, and maintaining a network operating system and one year of experience supporting the hardware and software that provides connectivity with other networks and/or platforms;
or
Five years of voice or data telecommunications experience that included: two years of system design or configuration, one year of supervisory responsibility; and two years of general telecommunications experience that involved: technical management of systems for commercial or governmental applications or technical work in the acquisition, installation, repair, or maintenance of commercial or governmental systems.
Post high school training in telecommunications technology; data communications; or electronics with emphasis in telecommunications technology or closely related field may be substituted for the general telecommunications experience on a year-for-year basis to a maximum of two years.
