SERIES NATURE OF WORK: The Tax Systems Operations Specialist job series describes work in designing business processes and configuring enterprise software for the Department of Revenue’s integrated tax systems.
DEFINITION: This is advanced technical and analytical work in the review and redesign of business processes and the design and configuration of enterprise software for the Department of Revenue’s integrated tax systems.
An employee in this job is a member of a tax systems operations team involved in planning and redesigning business processes and designing and configuring enterprise software for specific taxing areas. Work involves conducting operational research studies and reviewing and analyzing business processes, determining the most appropriate way to meet the business process needs using enterprise software, developing detailed functional specifications for customized changes to the enterprise software, developing and validating configuration designs, configuring the enterprise software, and coordinating changes to integrated tax systems with other tax systems operations teams; providing tax expertise to information systems staff to ensure that integration, design, application requirements, and tax process needs are met; providing technical assistance and training to end users by assisting in analyzing and resolving system related problems; participating in the review of legislation, contracts, or regulations to determine how changes will impact tax processes and the integrated tax systems; and providing project leadership and direction for enterprise software design and configuration projects. A significant aspect of this work involves developing test scripts and executing various tests to ensure that changes to the systems work properly and do not have unforeseen effects on other taxing areas or systems. Work is assigned by an administrative supervisor and is reviewed for effectiveness and satisfactory completion of assignments.
DISTINGUISHING CHARACTERISTICS:
• This level is distinguished from the lower level job based on the broader scope of assigned projects, independence in conducting and completing work, and an ongoing project leadership role. Work at this level may include the provision of training or technical guidance to Tax Systems Operations Specialists.

• Serves as a project leader in the redesign of business processes and the design and configuration of software for the department’s integrated tax systems.
• Reviews comparisons of current business processes with the best practices of the enterprise software to determine where business process or system changes are necessary.
• Configures the enterprise software to support department business processes.
• Coordinates system changes to determine the impacts of changes on other taxing areas.
• Writes detailed functional specifications that describe custom changes to the enterprise software that are necessary to support the department’s business processes.
• Prepares, develops, executes, and validates testing for system implementations.
• Prepares test scripts and executes various tests to ensure that tax systems are working properly based on current and proposed business processes.
• Provides technical assistance to agency staff in the analysis and resolution of problems that relate to the enterprise software.
• Makes recommendations on the most appropriate way to incorporate business processes into the system.
• Participates in the review of legislation, contracts, or regulations to determine will impact on business processes and identifies how to incorporate changes within the enterprise software.
• Provides training or technical guidance to Tax Systems Operations Specialists in the redesign of business processes and the design and configuration of software for the department’s integrated tax systems.
• Prepares training materials and scenarios and conducts training for end users.
• Performs the full range of supervisory duties.
• Employees in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of tax administration.

• Knowledge of enterprise software from a tax administration business perspective.
• Knowledge of the Department of Revenue’s business processes.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• One year as a Tax Systems Operations Specialist;
or
• Two years of technical work in the review and redesign of business processes and the configuration and design of enterprise tax administration software in an SAP environment;
or
• An equivalent combination of experience and training.
