DEFINITION: This is professional work in fiscal analysis in the Department of Revenue.

An employee in this class collects, organizes, and analyzes data used in the forecasting of revenues generated through taxation and other methods of financing government. Work involves gathering data and completing impact analysis of proposed new legislation or revisions to existing legislation where the changes do not affect the basic tax structure. Such responsibility involves small fiscal analysis projects and segments of major fiscal analysis projects requiring the application of standard economic and statistical principles, practices, and techniques. Computer terminals and printers are used for data base building, statistical manipulations and projections, computer modeling, and report generation. Work is reviewed by a Revenue Fiscal Analyst Supervisor through an evaluation of results and for adherence to established principles and standards.

EXAMPLES OF WORK: Selects and applies appropriate statistical techniques to forecast revenue for the Governor's Executive Budget and Official Estimates, answer requests, make reports, and estimates the revenue impact of proposed legislation.

Establishes statistical bases for the collection of data, analyzes the basic program, designs required forms, reviews individual files to generate random samples and undertakes necessary studies to evaluate the effects of changes in laws after the information has been entered on the data retrieval program.

Determines data sources, gathers data, and conducts analysis of the impact of proposed new or revised legislation where the changes do not affect the basic tax structure such as changes to the exemptions to sales tax or an increase in the percent of tax for personal income tax.

Prepares fiscal policy studies through data collection, statistical analysis, and the reporting of results to assess present and future revenue effects and other effects of proposals.

Analyzes proposed legislation to determine impact on the collection of various tax revenues through the reading and interpreting of the bills to determine the legal intent; the collection of data from local, state, Federal, and private enterprise sources; the application of statistical techniques to estimate revenue effects; and the preparation of documentation including identification of data sources, explanation of techniques, and definition of terms, limitations, and reliability of estimates.

Utilizes remote computer terminal or microcomputer with attached printer to build data bases, design reports, use statistical packages, and perform computer modeling.

Keeps abreast of recent developments in economic, governmental, and social areas by reviewing pertinent publications.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of macro-economic and micro-economic analysis.

Knowledge of the theory and practices utilized in the collection, presentation, analysis, and interpretation of quantified data and statistics.

Knowledge of statistical analysis.

Ability to learn the operations of state government.

Ability to learn the methods of financing government operations.

Ability to use remote computer terminals, micro-computers, and printers for data manipulation, analysis, and presentation.

Ability to plan, organize, and carry out assignments.

Ability to organize and present the results of research or analysis orally or in writing.

Ability to work effectively with associates, public officials, and the general public.

MINIMUM EXPERIENCE AND TRAINING: A master's degree in economics, business administration, statistics, mathematics, or computer science;


One year of technical experience in fiscal analysis and a bachelor's degree including thirty credits in economics, statistics, mathematics, and/or computer science;


Any equivalent combination of experience and training.
