JOB TITLE: DIRECTOR, BUREAU OF PROCESS REINVENTION, INNOVATION, AND STRATEGIC MANAGEMENT, DOR

DEFINITION: This is professional managerial work directing the activities of the Bureau of Process Reinvention, Innovation, and Strategic Management (PRISM) in the Department of Revenue (DOR).

The employee in this job plans and directs department-level project management, continuous process improvement, strategic planning, performance management, enterprise risk management, data governance, and employee development and engagement programs. Work involves determining goals, objectives, and work priorities that formulate the department’s strategic plan; interpreting legislation and regulations for impacts to bureau functions; and developing and implementing department policies related to strategic planning, operational performance, and data management. Supervision is exercised over professional staff. Work is performed with considerable independence and is reviewed by the Deputy Secretary for Administration through conferences, written reports, and evaluation of overall program effectiveness.

• Directs the review of project management requests for business case, feasibility, alignment with strategic plans, risk, and costs and oversees the lifecycle of department-level projects.

• Directs the development of the agency strategic plan and the implementation and management of strategic goals and objectives.

• Directs the development, implementation, and monitoring of department policies governing strategic planning, operational performance, and data management.

• Directs agency performance management, change management, and enterprise risk management activities.

• Oversees the data analysis and visualization processes for bureau programs.

• Directs the development and implementation of department-wide employee development and engagement activities and programs, such as mentoring, onboarding, leadership development, and continuing professional education.

• Directs the development, planning, implementation, and maintenance of the department’s data governance strategy.

• Directs the continuous process improvement program for the department.

• Directs the maintenance of the department’s SharePoint intranet site.

• Reviews proposed legislation for possible impact on departmental business strategies and projects and makes recommendations for improvements.

• Interprets tax legislation, rules, regulations, policies, procedures, standards, and objectives.

• Reviews and analyzes reports, correspondence, and memoranda to determine project trends, project effectiveness, and the work being performed.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Seven years of professional experience in project management, performance management, strategic planning, risk management, or employee development that includes three years of supervisory experience, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes three years of professional supervisory experience in project management, performance management, strategic planning, risk management, or employee development.
