REVENUE RESEARCH ANALYST 1

DEFINITION: This is beginning level analytical research work in the application of systems analysis and operations research in the Department of Revenue.

An employee in this class assists in the conduct of two general types of systems analysis and operational research studies. Studies may be conducted to strengthen, streamline, or otherwise improve tax systems such as the Sales and Use Tax system, the Corporation Tax system, the Personal Income Tax and Employer Tax system, or any similar tax system. Studies may also be conducted to develop more effective and efficient methods for tax document receiving and processing operations; tax monies receiving, processing, and depositing operations; compliance operations; enforcement operations; tax record retention and disposition operations; escheats operations; property tax/rent rebate
operations; tax auditing operations; lottery operations; administrative support operations; and any other operations carried out by the Department of Revenue. Work is performed on a variety of projects to provide a basis for more advanced assignments, to promote analytical skills development, and todevelops an overview of Department systems and operations. Employees are assigned segments of projects to be completed independently. Assignments include application of mathematical and narrative model building, cost effectiveness analysis, and other similar techniques. Emphasis at this level is on the development of skill in the use of the basic techniques of systems analysis and operations research under the guidance of higher level research analysts. Supervision is received from the research analyst supervisor who reviews work in progress and upon completion for accuracy and for adherence to established
principles and standards.

EXAMPLES OF WORK: Assists in the collection, organization, and analysis of data used in systems analysis and operations research projects for the purpose of evaluating Department of Revenue programs and policies, determining efficiency and effectiveness, and designing new operating programs and systems.

Conducts interviews of Department personnel to gather data.

Writes procedures to be used in the implementation of new programs or in existing programs to make the operations more efficient.

Designs new forms or redesigns existing forms.

Utilizes basic analytical techniques such as mathematical and narrative model building, and cost effectiveness analysis to evaluate alternatives.

Drafts reports concerning segments of systems analysis and operations research studies for review of the team leader, other project members, and the supervisor and for possible inclusion in study reports.

Receives on-the-job and formal instruction in advanced work techniques of systems analysis and operations research and receives instruction on governmental structure with particular emphasis on the Department of Revenue.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of operating procedures, practices, and policies involved in the receipt, examination, and enforcement of a major tax system.

Ability to learn systems analysis principles, practices, and techniques.

Ability to learn operations research principles, practices, and techniques.

Ability to learn the applications and uses of remote computer terminals, microcomputers, and printers for data manipulation, analysis, and presentation.

Ability to plan, organize, and carry out assignments effectively.

Ability to organize and present the results of research or analyses orally or in writing.

Ability to work effectively with associates, public officials, and the general public.

MINIMUM EXPERIENCE AND TRAINING: One year of supervisory experience in a major tax system which involved the receipt or examination of tax returns or the enforcement of the tax rules and regulations;

One year of experience in systems analysis and/or operations research and a bachelor's degree including or supplemented by 21 credit hours in courses involving the use of quantification techniques applicable to systems analysis and operations research such as statistics, systems analysis, mathematical model building, algebra, calculus, operations research, quantitative research design, economic analysis, computer science, or any other quantifiable course work.

Appropriate graduate study may be substituted for the required experience on a year for year basis;
