INFORMATION TECHNOLOGY GENERALIST ADMINISTRATOR 2

DEFINITION: This is administrative and consultative information technology (IT) work providing a variety of IT support functions.

An employee in this job performs administrative and consultative work as a manager of an IT functional area or as a non-supervisory consultant or architect. Administrative work involves directing staff involved in highly advanced technical and administrative or supervisory IT work in at least two of the following technical areas: applications development; networking; database administration; data administration; IT security; or IT support and administration services. Work at this level involves work appropriate to at least one of the following jobs: Applications Developer Administrator, Network Administrator 2, Database Administrator 2, Data Administrator 2, or Information Security Specialist 3; or work of comparable scope and complexity in IT support and administration services. Work typically involves the full range of managerial responsibilities for the assigned IT functional area, but in the absence of managerial responsibilities, work involves independent non-supervisory consultative and architectural duties advising agency executives and program directors on capabilities and limitations of available state-of-the-art or emerging IT and providing expertise and leadership for all phases of complex projects with agency wide or inter-agency impact that involve the integration of multiple IT functional areas and the resolution of related problems. Work may include directing IT projects, and leading the needs analysis, operations analysis, and systems analysis activities for the operation, implementation, and enhancement of IT activities. Work may include managerial responsibilities for the full range of IT functions for an organization with easily understood systems and business requirements and relatively few applications and systems processes. Work is generally performed in a networked environment and involves the application of technical IT principles and innovation to enhance core business processes of the agency. Work is assigned as broad goals by an administrative or technical supervisor and is reviewed for achievement of goals, initiatives, and meeting the IT needs of the organization.

EXAMPLES OF WORK: Examples of work for positions performing applications development, network support and administration, database or data administration, or information security duties are consistent with those in the Applications Developer Administrator, Network Administrator 2, Database Administrator 2, Data Administrator 2, or Information Security Specialist 3 jobs.

Provides fiscal year budget details for IT acquisitions and monitors expenditures of funding by maintaining current knowledge in acquisition methods, procedures, and plans.

Determines the best vehicle for contract, ensures Commonwealth procedures are being followed, negotiates with vendors to ensure a timely delivery of quality services and products, makes decisions regarding vendor non-compliance, tracks contract budgets, and ensures a sound knowledge transfer from the vendor to agency staff.

Reviews and approves specifications or bid proposals including budgetary ramifications for IT projects.

Directs the development of the IT strategic plan through coordination with agency managers to align IT systems with the agency’s mission.

Identifies and researches the need for changes and reviews and approves recommendations from lower level staff for changes to the IT system or environment.

Consults with agency managers to present alternative design options, including the technical and economic feasibility of each alternative and determines system parameters, including proposed schedule and projected costs for development.

Manages staff involved in supervising technical or advanced technical project management support functions.

Serves as administrator or technical consultant and resident expert in the design and monitoring of applications, networking, and database systems.

Establishes standards and develops technical solutions for integrating multiple platforms, operating systems, and applications in the agency.

Serves as an integration architect in designing technical strategy, direction and approach, network architecture, data and database architecture, application architecture, performance tuning, performance and capacity analysis, technical standards, technical reliability, and flexibility for an IT solution.

Investigates, analyzes, and resolves critical IT problems which require deviation from traditional methods and procedures.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

MINIMUM EXPERIENCE AND TRAINING: One year as an Information Technology Generalist Administrator 1, Senior Applications Developer, Database Administrator 1, Data Administrator 1, Information Security Specialist 2, or Network Administrator 1;

Four years of information technology experience that includes three years of technical information technology experience in applications development or applications maintenance, network operation or network maintenance, web site development or web site design, database maintenance or database development, data analysis and data model development, administration of information technology security programs, or other information technology support/administration services, and an associate’s degree in any information technology field;

                                                                                                                                                                          or

Six years of information technology experience that includes three years of technical information technology experience in applications development or applications maintenance, network operation or network maintenance, web site development or web site design, database maintenance or database development, data analysis and data model development, administration of information technology security programs, or other information technology support/administration services;

                                                                                                                                                                          or

Two years of technical information technology experience in applications development or applications maintenance, network operation or network maintenance, web site development or web site design, database maintenance or database development, data analysis and data model development, administration of information technology security programs, or other information technology support/administration services, and a bachelor's degree in any information technology field;

                                                                                                                                                                          or

An equivalent combination of experience and training.
