NETWORK PLANNING AND SUPPORT SERVICES MANAGER

DEFINITION: This is responsible administrative and technical telecommunications work directing network planning and support services for the Bureau of Commonwealth Telecommunications Services (BCTS).

The employee in this class is responsible for planning, directing, and integrating the development and provision of centralized network infrastructure design and planning, telecommunications policy, contract management, fiscal accountability, and technical support for Commonwealth telecommunications services. Work involves directing and coordinating staff efforts in the strategic development of the technology, policy, and service plans for the Bureau by aligning enterprise and agency missions, business plans, and needs into comprehensive business and technical solutions in support of the telecommunications requirements of the Commonwealth. Work includes effective and consistent communications of the technology, policy, and plans to the Office of Administration, senior agency management, Bureau staff, and the vendor community and providing informational consulting and technical support for the Office of Administration and agency managers. Supervision is exercised over a technical and administrative staff. Work is performed under the general direction of the Bureau Director and is subject to review through conferences, reports, and an evaluation of program results.

EXAMPLES OF WORK: Represents BCTS in matters of network planning, policy, and finance to upper level network and user management including CIO's and Directors within the Office of Administration, agencies under the Governor's jurisdiction, and independent agencies.

Directs the development of strategic technology, policy, and service plans for BCTS by aligning enterprise and agency missions, business plans, and needs onto comprehensive business and technical solutions in support of the telecommunications requirements of the Commonwealth.

Communicates technology, policy, and plans to the Office of Administration, senior agency management, BCTS staff, and the vendor community.

Provides informational consulting and technical support for the Office of Administration and agency senior and mid-level management.

Acts a primary interface with the Commonwealth's legal staff concerning contract provisions governing current or proposed contracts.

Acts as primary interface with the Office of the Budget concerning policy issues and procedures that affect financial and budgeting processes for the enterprise and participating agencies.

Develops strategic network technology and service plans based on well- defined enterprise and agency technical needs and business functions.

Directs the development, approval, and deployment of internal and public policy recommendations for the Director incorporating the business and technology requirements of the Governor's Office, the BCTS, and state agencies.

Directs the management of vendor contracts and vendor relationships, monitors contract compliance and the benchmarking and reporting of Service Level Agreement execution that affect performance delivery to all agencies participating in BCTS-managed contracts.

Directs the development of strategic and operational quality assurance, business continuity/disaster recovery, BCTS staff development, and agency and user training.

Performs related work.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices, state-of-the-art technologies, and engineering design of telecommunications systems and equipment.

Knowledge of project management principles and techniques.

Knowledge of Federal and state regulatory agencies, laws, rules and regulations pertaining to telecommunications systems.

Knowledge of the principles of management, organization, and business analysis.

Knowledge of budgetary processes and procedures.

Ability to provide leadership in the areas of telecommunications policy, network planning, and fiscal accountability.

Ability to direct and coordinate the work of contracted vendors providing telecommunications network support functions and services.

Ability to apply the principles and operations of governmental cost accounting and inter-agency billing methods and procedures.

Ability to integrate and coordinate technical knowledge with the principles and practices of public administration.

Ability to develop and implement policies and procedures governing the administration of Commonwealth telecommunications services.

Ability to present technical information in a clear, concise manner both orally and in writing.

Ability to plan, supervise, and evaluate the work of subordinates.

Ability to establish and maintain effective working relationships with various officials in both public and private sectors.

MINIMUM EXPERIENCE AND TRAINING: Four years managerial experience in telecommunications systems design, configuration, or management; telecommunications systems engineering analysis; and/or marketing or business management of telecommunications systems for commercial or governmental applications; and a bachelor's degree in business management or related field.
