COMPUTER OPERATIONS MANAGER 3

DEFINITION: This is administrative computer operations work.

An employee in this class is responsible for planning, directing, and coordinating the computer operations, data preparation and control, tape library, tabulating and scheduling functions at an EDP center with more than one third and/or fourth generation computer operating in multi-programming mode, or one third and/or fourth generation computer operating in multi-programming mode and more than one sequential processing computer. Work involves responsibility for expanded electronic data processing operations, and for developing and maintaining an operating schedule aimed at providing the most efficient utilization of personnel and equipment. Work includes supervising and participating in planning and research to develop improved data processing methods and techniques. An important aspect of the work is the coordination of the computer operations program with that of the computer programming and computer systems analysis disciplines. Employees exercise considerable initiative, independent judgment, and creativity in making technical decisions, and in planning and directing the work of subordinates. General supervision is received from an administrative superior who reviews work for adherence to established policies and for results obtained.

EXAMPLES OF WORK: Plans, directs, and schedules the activities of a technical staff engaged in data preparation and control, tape library, tabulating, and scheduling functions at an EDP center with one or more third and/fourth generation computer operating in multi-programming mode and one or more sequentially processing computer and its peripheral equipment.

Develops and maintains the computer operations priorities, and performs intensive program analysis to schedule personnel and equipment to provide optimum machine utilization.

Establishes broad electronic data processing operational goals and standards and outlines objectives that must be realized in reaching these goals.

Coordinates the computer operating program with the programming and systems analysis disciplines.

Coordinates data communications activities with user and computer operating personnel.

Provides technical advice and assistance to administrative personnel planning operating changes within the department.

Reviews output to insure that the accuracy and quality are in accordance with current operational standards.

Supervises and participates in planning and research to develop improved data processing methods and techniques.

Directs the development of maintenance schedules for the various types of computer and auxiliary equipment.

Collects statistical data and prepares reports on electronic data processing utilization.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of third and/or fourth generation computer operating capabilities.

Knowledge multi-programming computer operating methods and procedures.

Knowledge of data communications equipment and operating procedures.

Knowledge of the principles and practices of effective supervision.

Knowledge of computer peripheral equipment operation.

Knowledge of computer programming techniques.

Knowledge of basic algebra and numbering systems.

Ability to think in terms of computer logic.

Ability to communicate effectively, orally and in writing.

Ability to develop and supervise a staff of technical and clerical personnel.

Ability to establish and maintain effective work relationships with subordinates, operating personnel, administrators, and manufacture representatives.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Computer Operations Manager 2.

Five years of experience in operating computers, including three years in a progressively responsible supervisory capacity, and an associate degree with major course work in data processing.

                                                                                                                                                                          or

Six years of experience in operating computers, including three years in a progressively responsible supervisory capacity; and graduation from high school, or equivalent certification or formal training. Formal training in electronic data processing may be substituted for non-supervisory experience at the rate of 25 hours for one month, to a maximum of 12 months.
