IES BUSINESS OPERATIONS SPECIALIST
DEFINITION: This is technical and analytical work in the review and redesign of business processes and the configuration and design of enterprise software for the Commonwealth’s Integrated Enterprise System (IES) SAP system.
An employee in this job is a member of a business operations team that redesigns business processes and configures and designs the enterprise software for a specific business area. The work includes assisting in reviewing and analyzing business processes, determining the most appropriate way to meet the business process needs using the software, analyzing the costs of customized changes to the software, configuring the enterprise software or developing specifications for customized changes to the system, and coordinating changes to the system with other business teams. A significant aspect of the work includes developing test
scripts and executing various tests to ensure that changes to the system work properly and do not have unforeseen effects on other business areas. The work also requires providing technical assistance to end users by assisting in analyzing and resolving system-related problems. Emphasis at this level is on learning to use and configure the enterprise software and understanding and analyzing the specialized business processes. Work is distinguished from the higher level by the more narrow scope of assignments, more detailed review of work in progress and upon completion, and absence of responsibility for serving in a project
leadership role. Work is assigned by an IES Business Operations Supervisor and is closely reviewed for effectiveness and satisfactory completion of assignments.
EXAMPLES OF WORK: Serves as a member of a business operations team such as budget, finance, procurement, human resources, or payroll to redesign business processes and configure enterprise software.
Assists in the review and comparison of current business processes with the best practices of the enterprise software to determine where business process or system changes are necessary.
Assists in configuring the enterprise software to support Commonwealth business processes.
Participates in coordinating system changes to determine the impacts of the changes on other business areas.
Assists in writing detailed functional specifications that describe custom changes that are necessary to support Commonwealth business processes.
Participates in the analysis of the costs for developing customized solutions that are needed to support Commonwealth business processes.
Assists in the preparation, development, execution, and validation of testing for system implementation.
Prepares test scripts for scenarios based on current and proposed business processes.
Assists in providing technical assistance to agency staff in the analysis and resolution of problems that relate to the enterprise software.
Makes recommendations on the most appropriate way to incorporate business processes into the system.
Participates in the determination of how changes to legislation, contracts, or regulations will impact business processes and what changes are necessary to incorporate the changes within the enterprise software.
Assists in the preparation of training materials and scenarios.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of public administration.
Knowledge of systems analysis principles, practices, and techniques.
Ability to learn SAP applications software from a business perspective.
Ability to learn to configure the enterprise software.
Ability to read and interpret legislation, collective bargaining contracts, and regulations applicable to the business operations team.
Ability to establish and maintain effective working relationships with end users, technical staff, consultants, and coworkers.
Ability to communicate effectively, both orally and in writing.
Ability to gather, assemble, correlate, and analyze facts and devise solutions to problems.
Ability to learn Commonwealth business processes.
Ability to perform technical duties in a large scale enterprise environment.
Ability to identify technical problems and recommend solutions.
Ability to work independently.
Ability to use all components of Microsoft Office software.
MINIMUM EXPERIENCE AND TRAINING: Four years of professional work in a business operations area;
or
A bachelor’s degree in public administration, business management, information systems or related field;
or
An equivalent combination of experience and training.
