JOB TITLE: DEPUTY EXECUTIVE DIRECTOR OF ADMINISTRATION, PSERS

DEFINITION: This is highly responsible managerial and professional work directing the core administrative and information technology support functions of the Public School Employees’ Retirement System (PSERS).

The employee in this job provides comprehensive leadership in strategic planning, policy formulation and implementation, and ongoing operations related to: information technology; human resources; board of trustees’ administration; third party contract administration; physical security; facilities; contracting and procurement; business continuity; safety; records management; and mail, imaging, and printing services. Work involves reviewing policies, procedures, legal documents, reports, and studies to determine actions that have a significant impact on the attainment of agency goals and objectives. An important aspect of the work involves assisting the Executive Director in planning, organizing, and directing program initiatives; developing policy; evaluating proposed legislation; and managing other related agency-wide special projects for the overall administration of the PSERS. Supervision is exercised over a staff of managerial, supervisory, professional, administrative and technical staff. Work is assigned in the form of overall objectives and is reviewed by the Executive Director and the Board of Trustees for adherence to broad policy and general management guidelines.

• Directs and oversees the agency’s programs in information technology, human resources, and agency administrative functions through subordinate managers.

• Manages projects characterized by broad agency impact and significant commitment of capital and personnel within parameters set by the Board of Trustees and the Commonwealth.

• Develops long-term strategies, goals, and objectives for the agency to ensure optimal operational efficiency and member services.

• Identifies and directs the implementation of program initiatives, including developing justifications, securing funding, and acquiring other required resources and approvals.

• Reviews proposed legislation and Board policies to ascertain and communicate the operational, technical, and implementation impacts and issues on the System.

• Serves as a member of the Executive Staff Review Committee to participate in the adjudication of member appeals and grievances.

• Assists the Executive Director in providing administrative support to the Board and in responding to the Board through the gathering of data, submission of reports, oral presentation, or consultation with staff.

• Oversees negotiations and contract management for high value agency-wide contracts regarding materials, supplies, property leasing, and various types of

services including complex third party administrator and investment manager contracts.

• Manages projects characterized by significant agency impact and commitment of capital and personnel.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of public administration principles and practices.

• Knowledge of principles and practices of effective management and supervision.

• Knowledge of project management methodologies.

• Knowledge of strategic and operational planning techniques.

• Knowledge of the use and functionality of Microsoft Office suite software.

• Knowledge of change management and consultative principles and practices.

• Knowledge of the concepts and capabilities of business information technology systems, human resource management, and agency-wide administrative functions including facilities, procurement, board of trustees’ governance, and other general agency support functions.

• Ability to evaluate programs and identify problems, devise solutions, and develop consensus among competing interests.

• Ability to evaluate program effectiveness to develop or modify policies and procedures.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Seven years of managerial or consultative leadership experience, which includes two years of supervisory experience overseeing administrative, human resources, or information technology operations; and a bachelor’s degree;

or

• An equivalent combination of experience and training, which includes two years of supervisory experience overseeing administrative, human resources, or information technology operations.
