DEFINITION: This is highly responsible administrative and professional work in managing the commonwealth’s information technology (IT) enterprise architecture and the governance and strategic planning processes.
The employee in this job directs the development, coordination, and implementation of the commonwealth’s enterprise architecture framework and the associated policies and standards; directs the development and execution of the strategic planning process at the enterprise and agency levels; and directs the design, support, and maintenance of the enterprise IT governance structure. Work involves identifying, evaluating, and piloting new technologies and operational models to leverage innovative IT systems, solutions, and resources to advance the development of the commonwealth’s IT capabilities; developing and facilitating information sharing opportunities within the commonwealth’s IT community in order to share best practices, facilitate knowledge transfer, and open lines of communication; developing enterprise level change management plans and methods to manage IT systems and application changes within OIT and the agency IT organizations; developing and implementing staff training programs and workforce development opportunities that support the OIT strategic plan; and developing and evaluating IT architectural designs, standards, policies, and procedures for internal and outsourced enterprise infrastructure. An important aspect of this work involves advising the Director, Office of Strategy and Management, Deputy Secretary for Information Technology, and the Secretary of Administration on enterprise architecture, strategic planning, and technology innovation issues. Supervision is exercised over a staff of IT professionals. Work is performed independently under the general direction of the Director, Office of Strategy and Management and is reviewed for the achievement of objectives and overall results.

• Directs the development and implementation of enterprise architecture designs, policies, procedures, standards, and objectives for commonwealth IT systems and resources.
• Ensures that all enterprise architecture designs, project plans and proposals, technology roadmaps, and IT procurements are consistent with the commonwealth’s IT standards and strategic direction.
• Develops processes and standards for agency IT strategic planning and advises OIT and agency IT managers on effective planning strategies.
• Recommends changes to the commonwealth’s IT governance structure and facilitates the implementation of changes.
• Serves as a consultant to agency CIOs and other managers on technology infrastructure plans and implementations, enterprise service designs, enterprise architecture issues, and related technical issues.
• Directs staff in providing support to IT governance committees, workgroups, and councils through the coordination of meetings, preparation of agendas, and presentation of research findings and issues for consideration.
• Reviews agency IT strategic plans for alignment with the Governor’s Program Policy Guidelines, the commonwealth’s IT Strategic Plan, agency level strategic goals, and economic considerations and other assessment criteria.
• Oversees and manages enterprise level pilot programs and proof of concept projects to formulate recommendations to business and IT executives.
• Directs the research and evaluation of emerging and innovative technologies and solutions.
• Oversees the compliance waiver process for exceptions to enterprise IT policies and technical standards.
• Evaluates IT project proposals for alignment with enterprise architecture and technical soundness and advises the Enterprise Project Management Office of findings.
• Oversees the development of enterprise service design packages including service, support, and cost models.
• Oversees and participates in the review and analysis of potential capital and infrastructure investments.
• Directs the development, maintenance, and utilization of an application inventory system for risk profiling, architectural alignment, and resource planning.
• Identifies opportunities for enterprise or interagency solutions to agency IT needs and objectives.
• Oversees the development and maintenance of a portal for information sharing in the IT community.
• Collaborates with college and university administrators in the development of training and certification programs.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Ability to direct information technology staff.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• Seven years of professional IT experience, including three years of senior consultative or management experience in enterprise architecture, and a bachelor’s degree;
or
• An equivalent combination of experience and training which includes three years of senior consultative or management experience in enterprise architecture.
