DEFINITION: This is highly responsible professional and administrative work directing the planning, development and implementation of Commonwealth information technology (IT) projects.

An employee in this job is responsible for planning, directing, controlling, and implementing the most complex IT projects. Work involves the accountability for managing projects from their inception through implementation following Commonwealth project management methodology. Work involves developing and managing a project plan; planning, defining, and managing project scope; creating a project schedule; planning resources and budgeting costs; developing a quality plan and performing and assuring quality control activities; defining staffing roles and responsibilities; developing and adhering to a communications plan; identifying risks, preparing risk mitigation plans, and executing contingency actions; and defining, managing and controlling project procurement. Projects managed involve the development of new systems or major enhancements to existing systems of the highest complexity and sensitivity involving multiple diverse critical business operations, a significant impact on the total IT environment within the affected agency or agencies, and an extended duration. Projects involve the integration of functions and systems involving multiple agencies, or projects impacting multiple core business operations in an agency and typically involve integration with other agencies and external information systems. Work involves directing the activities associated with the project of all Commonwealth employees and contracted staff assigned to, and for the duration of, the project. Work is differentiated from the information technology jobs by the responsibility for managing the change processes for both the programmatic and information technology components of the project.
