PLCB RETAIL OPERATIONS MANAGER 2

DEFINITION: This is responsible administrative and managerial work directing liquor retail and wholesale operations within an assigned geographic area.

An employee in this class functions as a Regional Manager and directs all operational activities for Wine and Spirits Shoppes within a Pennsylvania Liquor Control Board store operations region. Work involves directing the activities of district managers and office staff; ensuring Wine and Spirits Shoppes within a region are operating efficiently and effectively inaccordance with prescribed rules, regulations, policies, and procedures; providing training to store personnel within the region; and ensuring all aspects of store/facilities maintenance are performed. Supervision is exercised through periodic conferences, store inspections, and evaluation of reports and operational efficiency. Work is performed independently, and is reviewed by the Director, Bureau of Store Operations, through conferences and reports summarizing the results obtained.

EXAMPLES OF WORK: Oversees the inspection of Wine and Spirits Shoppes to determine areas in need of improvement.

Ensures Wine and Spirits Shoppes adhere to laws, rules, regulations, and policies.

Reviews recommendations concerning improvements in store operations based on inspections, analysis of operations, and conferences with subordinate personnel.

Approves improvement recommendations based on potential operational efficiency and effectiveness.

Oversees the implementation of new operational policies and procedures.

Serves as liaison with central office staff for support functions, including human resources, comptroller and store issues.

Reviews reports and correspondence concerning regional store operations for dissemination to superiors, subordinates, public officials, and the public.

Interprets Board policies for agency and industry personnel, interested private organizations, and the public.

Investigates inquiries, requests, and complaints from the public.

Initiates appropriate action to resolve public concerns.

Performs the full range of supervisory duties.

Employees in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the functions, operating policies, and objectives of the Liquor Control Board's wholesale and retail sales operations.

Knowledge of the principles and practices of public administration.

Knowledge of the principles of human resource administration.

Knowledge of laws, rules, and regulations pertaining to the operations of Wine and Spirits Shoppes.

Knowledge of the principles, practices, and records pertaining to Board Wine and Spirits Shoppes, to include product storage, inventory and cash control, and modern merchandising methods.

Ability to exercise effective administrative and technical supervision.

Ability to exercise judgment and discretion in developing, implementing, and interpreting policies and procedures.

Ability to establish and maintain effective working relationships with superiors, subordinates, other governmental officials, and the public.

Ability to speak and write effectively.

MINIMUM EXPERIENCE AND TRAINING: One year as a State Liquor Store Administrator 2, or PLCB Retail Operations Manager 1;

Seven years of liquor store management/administrative experience;

                                                                                                                                                or

An equivalent combination of experience and training which includes administrative or management experience involving the review, analysis, and implementation of procedures, policies, and directives in an organization of similar complexity. College education may be substituted for experience on a year-for-year basis, to a maximum of two years.
