LCB LICENSING SUPERVISOR

DEFINITION: This is supervisory and advanced technical work directing the regulatory review of liquor license and permit renewals and applications in support of the selective licensing program administered by the Pennsylvania Liquor Control Board.

An employee in this job is responsible for supervising the regulatory review of license and permit renewals and applications as mandated by the PA Liquor Code and related regulations controlling the manufacture, purchase, transportation, storage, delivery, sale, and consumption of liquor alcohol, and malt or brewed beverages. Work involves interpreting the provisions of the PA Liquor Code, Title 40 and related regulations to subordinates, licensees, attorneys, and the general public; and performing independent regulatory reviews of the most complex and demanding licensing transactions involving considerable amounts of capital investment and a high degree of political sensitivity. Supervision is exercised over LCB Licensing Specialists and LCB Licensing Technicians. Supervision is received from an LCB Licensing Manager through conferences, reports, and evaluation of results obtained.

EXAMPLES OF WORK: Supervises the regulatory review of liquor license and permit renewals and applications.

Supervises the preparation of licensing case resumes for presentation to the Board Members or the Office of Chief Counsel or the Director of Licensing for decision.

Analyzes legal and financial documents of both a corporate and individual nature to determine the impact they will have on pending transactions.

Reviews the structure of various public and private business entities to determine whether the necessary application requirements and the requirements of the Liquor Code are met.

Determines the eligibility of applicants and the correct execution of applications, fees, and supporting documents.

Reviews and summarizes case and file discrepancies, and takes corrective action.

Requests licensing inspections and clarifies important points of the inspections with field staff.

Reviews and analyzes verbatim testimony and resumes prepared by a Hearing Examiner.

Reviews and responds to correspondence from various public entities.

Researches the PA Liquor Code and Title 40.

Advises applicants and their representatives of PA Liquor Code and Title 40 requirements as they relate to their respective cases.

Ensures all pertinent case facts are properly presented and discussed before presentation to the Board.

Prepares summaries of hearings and provides the Bureau’s recommendation for Board review and final decision.

Directs and performs complex, politically sensitive regulatory reviews as supervisor of the Board’s Nuisance Bar Unit.

Develops and recommends changes and improvements to policies and procedures at the Division and Bureau levels.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs other related duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the methods used to interpret laws, statutes, regulations, policies, procedures and legal documents.

Ability to prepare case summaries.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING REQUIREMENTS: One year of experience as an LCB Licensing Specialist;

Six years of technical experience interpreting and applying statutes, program policies, or industry regulations;

                                                                                                                                                         or

An equivalent combination of experience and training.
