JOB TITLE: COMMERCIAL FACILITIES ANALYST, PLCB

DEFINITION: This is specialized administrative and professional work in the management and coordination of the statewide property leasing program for the Pennsylvania Liquor Control Board (PLCB).

The employee in this job supervises and coordinates the review, analysis, and site selection of property leased for Fine Wine & Good Spirits stores and other facilities occupied by the PLCB. Work involves developing a long-term statewide leasing strategy for the agency; analyzing and evaluating potential leasing opportunities; coordinating real estate leasing activities with the Department of General Services (DGS); representing the agency’s interests in negotiations on terms and conditions for new and extended leases; and recommending leasing actions to the Board. Work is assigned in the form of overall program objectives and is performed with considerable independence and professional judgment. Work is reviewed through conferences and reports for conformance with commonwealth and agency policies and for effectiveness of results.

• Manages and coordinates the PLCB’s statewide real estate leasing program and serves as the Board’s principal advisor on leasing issues for retail, office, and warehousing properties.

• Supervises and conducts market analyses that consider demographics, sales, rental value appraisals, return on investment, and other market related data.

• Conducts and reviews site surveys and inspections to determine the viability of potential Fine Wine & Good Spirits store locations in terms of customer convenience, visibility, ease of access, size, proximity to schools and residential areas, and conformance with agency standards for safety, security, and communications.

• Coordinates with DGS to ensure the interests of the agency are represented in negotiations and that all agreements and contracts between the agency and lease holders are properly executed.

• Oversees leasing activities associated with parking agreements for agency employees.

• Prepares budget estimates and other fiscal reports for the statewide leasing program, monitors budgetary expenditures and balances, and oversees the preparation of the annual program budget.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles, practices, and techniques involved in the leasing of commercial or industrial real estate.

• Knowledge of the legal terminology and contractual language used in real estate leasing transactions.

• Knowledge of the standard practices and procedures involved in negotiating real estate leasing transactions.

• Ability to analyze and interpret building plans and specifications.

• Ability to evaluate commercial or industrial rental values.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

• Knowledge of retail store layout and the storage and handling of merchandise.

• Ability to effectively represent the agency’s interests in complex real estate leasing transactions.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Three years of professional experience in commercial or industrial real estate leasing work;
