DIRECTOR OF RETAIL OPERATIONS PLCB
DEFINITION: This is highly responsible administrative work directing retail operations within the Pennsylvania Liquor Control Board (PLCB).
The employee in this job is responsible for the strategic planning, policy development, and operation and support of all Wine and Spirits stores located throughout Pennsylvania. Work involves serving as the principal advisor to the Chief Executive Officer (CEO) and Board on all matters pertaining to retail operations; making recommendations to and conferring with the CEO and Board regarding the formulation and revision of policies and procedures; developing and revising policies and procedures to improve operations, profitability, and customer service; and researching and reviewing programs and legislation to develop executive policy recommendations that will enable the PLCB to be a retail industry leader. Work also involves serving as the primary administrator providing guidance, leadership, and vision for retail operations within the PLCB; overseeing and directing property management, store personnel, customer service, sales policies, inventory control, and merchandising displays; planning and overseeing the implementation and monitoring of retailing, wholesaling, and in-store storage of all wine and spirits sold in Wine and Spirits stores; directing subordinates responsible for implementing policies and procedures; and meeting with public and private organizations, industry representatives, vendors and licensees, government officials, and the public to interpret, clarify, or promote Board
policies. Work is performed with considerable independence within the framework of Board policies under the general direction of the CEO who reviews work through conferences, reports, and effectiveness of results.
EXAMPLES OF WORK: Directs, through subordinate bureau directors, the retail operations for all Wine and Spirits stores located throughout Pennsylvania.
Advises the CEO and Board on all matters pertaining to retail operations.
Develops and revises policies involving property management and maintenance, retail systems and support, and regional operations to improve operations, profitability, and customer service.
Reviews proposed policy changes for their impact on operating procedures.
Plans and oversees the direction of property management and maintenance, retail systems and inventory control, and customer service.
Oversees the implementation of statewide retail customer service programs.
Plans and oversees the direction of the statewide retailing, wholesaling, and in-store management of all wine and spirits inventories sold in Wine and Spirits stores.
Develops, implements, or directs implementation of and evaluates operational procedures for the effective sale of wine and spirits consistent with customer demand and strategic agency objectives.
Evaluates the effectiveness and efficiency of retail operations and support.
Ensures the effective implementation and consistent application of policies.
Performs the full range of supervisory duties.
The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices, and operating methods of retail and wholesale ventures engaged in merchandising, display, and sales.
Knowledge of the principles and practices of employee supervision.
Knowledge of the principles and practices of public administration.
Knowledge of the principles and methods of evaluating operational efficiency and effectiveness.
Ability to analyze and interpret policies and procedures.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: Ten years of experience directing a comprehensive retail store operations program that includes three years of program and policy planning and development experience and three years of supervisory experience, and a bachelor’s degree in business administration or closely related field;

An equivalent combination of experience and training.
