SURPLUS PROPERTY AGENT

DEFINITION: This is responsible inspection work in screening, acquiring and distributing Federal and State surplus property to eligible agencies throughout the state.

An employee in this class may be responsible for visiting Federal governmental installations to inspect and classify Federal surplus property available to public health, civil defense, and educational institution, and to inspect operations of recipient agencies to insure compliance with Federal and State regulations and to insure proper utilization of surplus property, or an employee in this class may be responsible for inspecting state surplus property to determine condition and issuance to proper state agencies. Work involves determining the suitability of surplus property for use by eligible agencies. Work includes maintaining visitation schedules, submitting reports concerning property, and maintaining contact with the public. Field work is performed independently subject to general instructions given by a Federal or State surplus property administrator who reviews work for conformity with Federal and State laws and regulations.

EXAMPLES OF WORK PERFORMED: Inspects federal surplus property for condition, age, missing parts, and name manufacturer; lists property by quantity, stock number, nomenclature, and acquisition costs; estimates freight costs and future handling costs.

Confers with the surplus property officer, other field agents, and warehouse personnel regarding property on hand and pending applications from eligible agencies.

Assists in checking, identifying, and receiving property.

Assists eligible claimants in selecting property in the warehouse.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Considerable knowledge of the uses and value of a wide variety of surplus property.

Considerable knowledge of types of property used by health and educational institutions.

Considerable knowledge of transportation procedures and shipping methods and regulations.

Knowledge of catalogue and nomenclature systems used by the Federal and State government in classifying properties and supplies.

Ability to judge accurately the age, condition, and usability of a variety of supplies and equipment.

Ability to evaluate the adaptability of surplus items for use in state institutions.

Ability to establish and maintain effective working relationships with associates and government officials.

MINIMUM EXPERIENCE AND TRAINING: Three years of experience in marketing, distribution, purchasing, maintenance, supply or warehousing and inventory control of a wide variety of materials and equipment.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid operator's license as issued by the Commonwealth of Pennsylvania.
