SERIES NATURE OF WORK: The Procurement Specialist job series describes professional work in strategically sourcing and procuring goods and services, negotiating and administering related contracts, and implementing corrective actions for non-compliance.
DEFINITION: This is highly responsible managerial and administrative work directing the centralized procurement function of a large agency or service delivery center, or the IT procurement activity in the Department of General Services.
An employee in this job is responsible for directing and managing, through subordinate supervisors, highly complex procurement activities that have a significant impact on the use of commonwealth resources. Work involves advising executive staff and directing subordinates in consulting with program representatives on procurement issues, such as sourcing strategies, solicitation methods, contract requirements, regulations, policies, and methods. Work includes planning and directing the development of policies related to negotiating, evaluating, and selecting competitive procurements, and monitoring and assessing vendor performance. Work also includes overseeing the development and enforcement of contractor performance measures; managing the negotiation of terms and requirements for contracts that are politically sensitive or prone to litigation; investigating and responding to bid protests; and initiating and implementing corrective action plans, including recovering liquidated damages from non-compliant vendors. Work at this level requires managing interactions with executive staff, legal counsel, comptroller operations, and vendors to ensure procurement goals and strategies are aligned with the agency’s mission, and any impeding issues are effectively resolved. Administrative oversight is exercised over procurement staff through subordinate supervisors and managers. Work is performed independently and is reviewed by an administrative supervisor for the attainment of objectives and overall effectiveness of operations.
DISTINGUISHING CHARACTERISTICS:
• Positions appropriate to this job serve in the following capacities:
o Directs, through subordinate supervisors, the development, implementation, and evaluation of highly complex procurements and contractual agreements that typically involve statewide scope or coordination among multiple government entities and programs; multi-million dollar service agreements; high visibility and political sensitivity; extensive legislative and policy considerations; and significant impact on an agency’s mission or the health, safety, and well-being of the public.
o Supervises Procurement Specialists 4 responsible for performing enterprise-wide information technology procurement activities in the Department of General Services.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of procurement principles and best practices.
• Knowledge of applicable laws, rules, regulations, and procedures impacting procurement and contracting functions.
• Knowledge of the principles and practices of employee supervision.
• Knowledge of the principles and techniques of employee training and development.
• Knowledge of technical writing and contracting principles.
• Knowledge of strategic sourcing techniques.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to develop and analyze policies, procedures, and standard business practices for application to contractual agreements.

• Knowledge of agency programs and projects.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• One year of experience as a Procurement Specialist 4 (commonwealth title);
or
• Four years of professional experience performing contract management work; and a bachelor’s degree in business, supply chain, logistics, project, or operations management, or a related field;
or
• An equivalent combination of experience and training.
