JOB TITLE: IT PROCUREMENT SPECIALIST, DGS

DEFINITION: This is responsible administrative and professional work performing strategic IT procurement activities in the Department of General Services (DGS).

An employee in this job administers procurement strategies and activities of IT related systems, services, hardware, and software for both agency-specific procurements and statewide contracts. Work involves evaluating agency IT procurement needs, developing appropriate sourcing strategies based on agency input and commonwealth IT policy, and leading the development of IT statements of work for agency and statewide contracts. Work includes researching, developing, and implementing IT procurement policies and methods to meet program and agency goals, and making recommendations on future procurement strategies based on current agency contracts and procurements. Work is performed independently under the general direction of the IT Procurement Manager, DGS, and is reviewed for adherence to applicable policies and standards.

• This job is distinguished from the Procurement Specialist job series based on the responsibility for performing enterprise-wide IT procurement activities in the Department of General Services.

• Develops technical documentation and best practice documents and templates in support of IT solicitations.

• Serves as the primary point of contact for all statement of work issues related to IT procurements.

• Develops new sourcing strategies and procedures to meet agency goals.

• Develops statements of work and supporting documents for Requests for Information, Quotation, and Proposal, and Invitations for Bid with potential suppliers.

• Develops policies related to negotiating, evaluating, and selecting competitive procurements, and monitoring and assessing vendor performance.

• Coordinates, leads, and facilitates workgroups with appropriate subject matter experts to develop statements of work in support of competitive procurement solicitations.

• Collects and analyzes information on agency business needs and technical environments to draft competitive procurement documents.

• Performs quality assurance reviews of IT procurement documents for agency and enterprise solicitations.

• Provides strategic advice to agencies in determining the proper methods of procurement to ensure compliance with procurement policies, promote competition, and provide the best value to the commonwealth.

• Reviews current agency contracts and procurements and makes recommendations on future procurement strategies.

• Collaborates with agency legal, program, and executive staff in negotiating terms and conditions for IT procurement contracts.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the laws, rules, regulations, policies, and procedures impacting IT procurement and contracting functions.

• Knowledge of IT project management methodology.

• Knowledge of the component parts of personal computers, peripherals, servers, and their associated functionality.

• Knowledge of the functions and capabilities of computer networks, hardware, and software.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read and interpret technical materials such as specifications, technical manuals, and other project documentation.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Four years of professional experience performing IT procurement or contract management work, and a bachelor’s degree in computer science, information systems, business, logistics and supply chain management, project or operations management, or a closely related field;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENT:

• This job requires ITIL Foundation certification within 6 months from the date of hire.
