Commodity Manager

DEFINITION: This is professional and responsible managerial supply chain work within the Department of General Services in the procurement of a wide variety of commodities for the Commonwealth.

An employee in this class is responsible for planning, organizing and directing supply chain management activities. Work involves overseeing the development and use of strategic commodity plans, goals and objectives required for procurement activities; analyzing complex industry profiles to ensure an ongoing goods and services supply base and attainment of the best procurement value; managing formal supplier contract negotiations; overseeing complex contract development and coordination; promoting and implementing cost reduction plans; and troubleshooting complex issues and concerns. An employee in this class also develops, updates, interprets and ensures compliance with procurement laws, policies, procedures, rules, and regulations; and identifies, researches and recommends corrective action on legal and policy matters. Supervision is exercised over Associate Commodity Managers. Work is performed independently and is reviewed by a Director, Commodity Management for effectiveness and adherence to established standards and results obtained.

EXAMPLES OF WORK: Provides direction to a team of supply chain management staff through Associate Commodity Manager(s) to ensure procurement goals, objectives and timeframes are met.

Oversees the development and coordination of strategic commodity plans, consisting of a supply base management plan, commodity analysis, procurement strategies, cost-reduction opportunities, women and minority sourcing strategies, and other special programs and issues.

Evaluates and makes determinations on industry standards, practices,
data, and profiles to achieve best procurement methods and values.

Manages formal supplier negotiations and the development and maintenance of complex contracts or agreements.

Develops, updates, interprets and ensures compliance with laws, policies, and procedures that regulate the acquisition of commodities.

Resolves issues on non-compliance, vendor protests, contractor responsibility, debarment, late deliveries, and other related issues and concerns.

Identifies and researches legal and policy matters.

Recommends and coordinates corrective action with the Chief Counsel’s Office.

Provides forecasts and data on agency requirements, supplier capabilities, cost reduction opportunities, women and minority sourcing strategies and other special issues/concerns. Troubleshoots and pursues immediate corrective action to remedy problems/obstacles.

Performs the full range of managerial duties.

Employees in this class may participate in the performance of their subordinates’ work consistent with operational and organizational requirements.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of current principles, practices and methods, and laws, rules and regulations pertaining to supply chain management for the Commonwealth.

Knowledge of the development and maintenance of complex contracts.

Knowledge of agency requirements and product specifications.

Knowledge of market research and cost drivers.

Knowledge of standards and evaluation methods used to assess the quality and value of goods and services.

Ability to plan, organize and direct managers, supervisors and technical staff, and provide technical guidance to agencies, industry representatives and suppliers.

Ability to determine and communicate favorable procurement processes and coordinate supply chain activities to secure the best value for commodities.

Ability to communicate effectively, both verbally and in writing.

Ability to oversee competitive bid analysis and evaluation for the procurement of commodities.

Ability to analyze, advise and interpret policies, procedures, and laws that regulate the acquisition of commodities.

Ability to establish and maintain effective working relationships with agency and industry staff, suppliers, and the public.

MINIMUM EXPERIENCE AND TRAINING: One year as an Associate Commodity Manager;

Three years of experience as a Purchasing Agent 3;

                                                                                                                                      or

Two years of experience as a Purchasing Agent 4;

                                                                                                                                      or

Four years of strategic procurement experience in supply chain management, including two years as a supervisor and a bachelor’s degree;

                                                                                                                                      or

An equivalent combination of experience and training including two years as a supervisor in a supply chain management environment.
