SERIES NATURE OF WORK: The Product and Supply series describes work in the processing, forecasting, acquisition, pricing, and distribution of products for the Pennsylvania Liquor Control Board (PLCB).
DEFINITION: This is highly complex professional analytical or supervisory work in the procurement, forecasting, replenishment, and development of inventory management strategies for the PLCB.
An employee in this job is responsible for a highly specialized or complex function related to planning new ways to move products efficiently through the agency’s supply chain network, including the development of new programs and policies related to warehouse stock levels, shipment methods between distribution centers, stores, and retail partner locations, and improving methods by identifying and measuring key performance indicators. Work also involves reviewing industry trends in product transportation methods and practices, reviewing shipping standards and contracts, reviewing and proposing fee and penalty tables for bailment vendors, and negotiating service and inventory levels with suppliers enrolled in the bailment program. Work may also include managing highly sensitive or complex programs that have a statewide impact on supply chain operations. Work may include supervision of lower level staff. Assignments are carried out independently and reviewed by a manager upon completion for adherence to established laws, regulations, policies, and procedures.
DISTINGUISHING CHARACTERISTICS:
• Work is differentiated from the next lower level by its ownership of a complex, statewide supply chain program or its supervision of Supply Analysts 2 or positions of comparable level.
EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):
• Supervises a major supply chain function including retail demand forecasting, item procurement, item replenishment, or a similar supply chain management function.
• Establishes the methodology to project future sales and the process by which the agency reviews and approves product, line, and store forecasts.
• Oversees the agency’s overall procurement or replenishment strategies by analyzing transportation, importation, costs, and other logistical factors to improve service to warehouses and stores.
• Plans, reviews, and evaluates the work of analysts and associates including the ongoing review of selection, inventory, and service levels to ensure compliance with agency goals.
• Manages special projects intended to expand or improve supply chain services.
• Meets and discusses the Board’s regulations and procedures relative to purchasing practices and inventory management policy with new and high-level suppliers and intervenes in conflicts between clients and analysts.
• Oversees establishing dates, developing replenishment strategies, ensuring forecasts are properly adjusted, and providing realistic forecasts of inbound activity and inventory levels in preparation for the annual holiday build-up program.
• Ensures inter-distribution center transfers are executed as demand and inventory levels dictate.
• Investigates and resolves conflicts with shipments related to errors, damages, fraud, theft, or missing or refused freight.
• Oversees the statewide distribution and order quantities for new listings.
• Monitors and reviews performance of shippers and works with lower level analysts to correct systemic problems impacting established service levels.
• Plans, executes, and monitors a strategic holiday build-up plan to procure and distribute high volume, high velocity products through the supply chain network.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the types, supply source, influences, and market factors affecting supply chain movement.
• Knowledge of advanced forecasting strategies and methods.
• Knowledge of the business principles, trade practices, state and federal regulations, and applicable taxes governing the importation of goods.
• Knowledge of purchasing methods and procedures and the laws, rules, and regulations governing the purchase of consumer packaged goods.
• Knowledge of supply chain management strategies.
• Ability to analyze and interpret written information and numerical data.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.

• Ability to interpret seasonal and economic trends applicable to the purchasing, inventory maintenance, and sale of alcoholic beverages.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• One year as a Supply Analyst 2;
or
• Three years of analytical experience in supply chain, logistics, finance, or business operations in the consumer packaged goods industry, and a bachelor’s degree;
or
• An equivalent combination of experience and training.
