DEFINITION:

This is supervisory and administrative professional accounting work in the classification, analysis, and reporting of financial data.

An employee in this class is responsible for supervising the analysis of complex financial statements and the preparation of documentation, financial statements and reports to control state funds. Work involves responsibility for supervising extensive and complex accounting operations. A major responsibility of this work involves advising administrative and professional superiors on accounting operations and procedures. Supervision is exercised over a large staff of professional, technical, and clerical personnel. Work is performed with considerable independence within general guidelines and is subject to a general review by a professional superior for effectiveness through conferences and an examination of reports.

EXAMPLES OF WORK:

Supervises a staff of professional, technical, and clerical employees maintaining complex accounting records and preparing related reports.

Consults with agency heads and budget officials on agency finances and fiscal affairs.

Supervises the examination of financial data submitted by business enterprises subject to state regulation and the preparation of analytical reports.

Supervises the preparation of analytical accounting reports and budgetary projections for program personnel and central accounting agencies.

Supervises and reviews the maintenance of cost accounting records, including the distribution of direct and indirect costs to proper accounts.

Reviews and participates in the preparation of cost estimates to determine the feasibility of producing new items or converting present facilities to new production schedules.

Supervises the analytical review of overhead and inventory costs and reviews the determination of the costs to be charged to individual production centers when materials or utilities are drawn from a common source.

Participates in the installation and modification of electronic or automatic data processing systems.

Performs related work.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of generally-accepted accounting principles and procedures and their application to state accounting operations.

Knowledge of the principles and practices of cost accounting.

Knowledge of office management methods.

Knowledge of the capabilities of electronic data processing equipment.

Ability to plan, assign, review, and supervise the work of a staff of professional and non-professional employees.

Ability to evaluate, develop, and institute new accounting forms, records, procedures, and controls.

Ability to train and provide guidance to professional accountants.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING:

One year as an Accountant 3 or certification as a Public Accountant;

Four years of progressively responsible professional accounting experience, and graduation from a four-year college or university, including or supplemented by fifteen credits in accounting.

Four years of bookkeeping experience and fifteen college credits in accounting may be substituted for college graduation. A Master's degree in Accounting or a related field may be substituted for one year of general work experience.
