DIRECTOR, BUREAU OF QUALITY ASSURANCE AND PROCESS IMPROVEMENT

DEFINITION:

This is managerial work in planning, organizing, and directing the functions of the Bureau of Quality Assurance and Process Improvement, Office of Comptroller Operations.

The employee in this job is responsible for directing the quality assurance program to ensure effective management and internal controls in the Office of Comptroller Operations. Work involves managing staff and operations involved in performance management, which includes developing, collecting, and monitoring performance measures, monitoring performance, and conducting analyses to identify risk and improvement opportunities; and process improvement, which includes developing and executing corrective action plans for identified risks and improvement opportunities. Work also involves developing, implementing, and administering policies, procedures, and performance measures for Bureau functions; and providing support to the Chief Accounting Officer in developing the overall strategic plan. Supervision is exercised over subordinate staff who direct the work of the performance management and process improvement functions. Work is performed with a high degree of independence and is reviewed by the Chief Accounting Officer for attainment of objectives and overall effectiveness.

EXAMPLES OF WORK:

Plans, organizes, and directs the work of Bureau staff involved in performance management and process improvement functions.

Develops goals and objectives for the Bureau consistent with the Office of Comptroller Operations.

Develops, implements, and administers policies and procedures that provide for a quality assurance program in all areas of the Office of Comptroller Operations.

Monitors and reports on performance within the Office of Comptroller Operations.

Identifies issues and risks and proposes mitigation plans to senior management.

Develops, or oversees the development of corrective action plans to proactively address areas where procedures, goals, or operational targets are not being met.

Works with other bureau directors and establishes and assesses internal controls to more effectively manage risk and maintain accountability for continuous process improvement.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

Knowledge of performance measurement and process improvement concepts and practices in an automated environment.

Knowledge of accounting principles and practices.

Knowledge of state and federal laws, rules, regulations, policies, and procedures related to accounting and auditing functions.

Knowledge of business process analysis techniques.

Knowledge of effective management practices.

Knowledge of the principles and practices of employee supervision.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING:

One year as the Chief, Quality Assurance Division;

                                                                                                                              or

One year of experience in managing the process improvement functions in the Bureau of Quality Assurance and Process Improvement and twenty four credits in accounting;

                                                                                                                              or

Seven years of experience in quality assurance performance management or process improvement functions involving financial management functions and twenty four credits in accounting;

                                                                                                                              or

An equivalent combination of experience or training that includes twenty four credits in accounting.
